CHAPTER 2 VISION + PLANNING FRAMEWORK <br />r� <br />Create Special, Memorable Public Places and <br />Open Space <br />The Specific Plan seeks to create places, <br />streets, and spaces that meet the needs of <br />people at all stages of life; are safe and visually <br />attractive; are accessible to users of different <br />abilities; have their own distinctive identity; <br />and contribute to local character. <br />Key to the successful transformation of Bay <br />Fair is creating a network of memorable <br />public spaces. Special places such as parks, <br />plazas, pedestrian -oriented "main streets," <br />and shared streets can create a strong <br />identity for the area as an important center <br />of activity. Some examples of other successful <br />pedestrian -oriented main street areas and <br />public spaces near transit in the East Bay <br />include Downtown San Leandro, Downtown <br />Hayward, the Fruitvale station area in Oakland, <br />and the emerging Fremont City Center area <br />near Fremont BART. <br />Some of the key features of the future open <br />space network are as follows: <br />Example ofcentra/park <br />• A primary "special' and identifiable place <br />should be located at the heart of the new <br />transit village. The "special" place may be <br />a plaza, "main street," or central park and <br />may include public and/or interactive art. <br />• New open spaces should be located to <br />improve way -finding throughout the Plan <br />Area. <br />• Open space sizes, uses, and design types <br />should be varied throughout the Plan <br />Area. <br />• At least one major open space should be <br />located within the Plan Area. <br />• Stormwater detention, swales, and green <br />infrastructure should be integrated as an <br />open space feature. <br />• Estudillo Canal should become an <br />attractive, ecologically valuable open <br />space amenity over time. <br />4 <br />imiw W <br />Example ofplaza <br />Example ofrestaurantpatio <br />Example of pedestrian -only street <br />37 <br />
