CHAPTER 2 VISION + PLANNING FRAMEWORK <br />Enable a Range of Future Scenarios <br />The intent of this Specific Plan is to provide <br />clear standards for foundational land use and <br />design elements, while providing flexibility <br />for a range of potential future scenarios that <br />could play out over time. The Plan takes a <br />flexible approach to land use regulation, <br />allowing a broad range of uses throughout the <br />area, while focusing on excellent public space <br />and pedestrian -oriented building design for all <br />uses. <br />The illustrative scenarios below show a range <br />of potential futures for the area that could be <br />possible within the parameters established <br />by this Specific Plan, over the 20-year time <br />horizon of the Plan. These scenarios range <br />from a future re -design and reconfigration of <br />the Bayfair Center and opportunistic housing <br />development around the fringes (Figure 2.7) <br />to a transformative redevelopment of almost <br />Figure 2.6: Existing Conditions <br />C 's <br />� i <br />EAk17lC BAYF <br />MW ST <br />the entire area with a flexible mix of housing, <br />office, retail, and new open spaces (Figures 2.8 <br />and 2.9). In large part, the final land use mix <br />in the area will be dictated by market forces, <br />landowner decisions, the ability to provide <br />infrastructure, and the feasibility of different <br />project types as the Bay Fair area continues to <br />evolve. Retail is expected to continue to have a <br />significant presence in the area in all scenarios, <br />with an amount of retail space similar to the <br />current amount (about 1.2 million square feet <br />as of 2017) ora slight reduction due to changing <br />retail formats and building uses. There is <br />anticipated to be an increase in housing in <br />the area, but the exact amount is unknown <br />and could vary significantly depending on <br />market conditions. Similarly, there may be an <br />increase in office space in the area, although <br />the immediate economic feasibility of office <br />may be more challenging than housing. <br />39 <br />
