CHAPTER 3 MOBILITY <br />Existing Arterial and Collector Streets <br />This section includes design guidance for East 14th Street, Fairmont Drive, and Hesperian Boulevard. <br />These three existing streets are and will remain the only arterial/collector streets in the Plan Area, but <br />are envisioned to undergo a range of improvements to enhance their multi -modal performance and <br />safety. Improvements to these streets will be coordinated with the principles and recommendations <br />of the Alameda CTC Multimodal Arterial Plan (MMAP), which identifies modal priorities for each of <br />these streets. The design guidance for East 14th Street, Fairmont Drive, and Hesperian Boulevard <br />adheres to the MMAP modal priorities as appropriate. In some instances, the design guidance <br />incorporates modifications to modal priorities to be consistent with the Plan's vision and planning <br />framework. <br />Although widening the intersection to increase capacity is a potential solution to the intersection <br />impact, it is counterproductive to the goals of the Bayfair TOD Plan and furthermore future mode <br />shifts to active transportation and transit modes may reduce the demand and subsequent need for <br />any intersection widening. However, dependent upon the adjoining property owners/developers <br />and if there is an overwhelming need for capacity, additional right-of-way could be explored and <br />potentially dedicated at the time of development of the adjacent and associated properties. <br />55 <br />
