December 17, 2020Disaster Council Minutes <br />summer gets closer, there will be more available for the public, though the exact <br />amount that will be available is not yet known. <br />RHS reported that the test site will be in places through April 30 and is testing about <br />330 people per day, with a first responder line on T & Fri. <br />Healthcare Services <br />• Hospitals <br />• Davis Street Family Resource Center <br />• Red Cross <br />• SL Elder Care Alliance <br />2.D. <br />Kaiser Hospital reported that the vaccine is here after a slight delay and it would be <br />distributed to staff right away. They have a team working on a plan for future <br />distribution out of the hospital medical centers based on what the CDC and the state <br />decide. It was reiterated that education about the vaccine is important, and that people <br />still need to continue wearing the masks and social distancing. While Kaiser San <br />Leandro is not one of the hospitals specializing in the treatment of COVID patients, <br />they have a high number of patients that they are taking care of. <br />San Leandro Hospital reported that they will be vaccinating the front-line staff as soon <br />as the vaccine arrives and they are looking at prioritizing staff based on risk and the <br />first to receive it will be in acute care, emergency department, psychiatric facility, labor <br />and delivery, long term care, and urgent care staff. Because temperature control is <br />important, vaccines will be given out of the hospitals. They are monitoring the bed <br />numbers and reporting them to ACPHD daily, just like all other hospitals in the county, <br />while also looking ahead to what other things may be in the future of the emergency <br />management domain, such as winter storms, in order to keep staff and patients safe. <br />Davis Street Family Resource Center shared that they are also excited about the <br />vaccines because there has been a surge in the positivity cases due to Thanksgiving <br />and that the chief medical officer will be getting her vaccine on Friday, with the rest of <br />the staff in the second tier. The clinic is set up to distribute the vaccine and is doing a <br />lot of education using community member outreach because much of the Center’s <br />population is fearful. They will be putting out information in multiple languages on <br />social media and working on racial disparity. <br />The annual holiday basket giveaway will be modified to 1000 families who receive a <br />box of food and gift cards on three different days. Thank you to SLPD for traffic <br />support and ACFD for personal to give out the baskets. The childcare center at <br />Jefferson is open. Garfield was not able to open up childcare. 800 children from the <br />area are in family daycare facilities. <br />Red Cross reported that they have nurses who will be receiving the vaccination. Also, <br />there has been a change to the computer system regarding the response to fires at <br />homeless encampments and ACFD has been briefed. This will not affect the <br />response to other types of fires. <br />There has been a back log in appointments for blood donations which are being done <br />in a safe manner. Donors can get a COVID antibody test when they give blood. Red <br />Cross would like to receive blood from those who have recovered from COVID, in order <br />to have them donate plasma twice a month, which will be used in the treatment of <br />patients with COVID.
