City of San Leandro <br />Integrated Pest Management (IPM) Policy <br /> <br /> <br />This strategy was developed to provide an ongoing specific program to further re duce the <br />amount and toxicity of pesticides used on City property and, where feasible, to eliminate <br />pesticide use in public areas using alternative methods. The methods outlined in this <br />policy will promote a healthier environment for our parks and reduce chemical run off into <br />our sensitive creeks leading into the Bay. <br /> <br />Purpose <br />The purpose of this IPM Policy is to ensure that the City: <br /> <br />• Reduces and eliminates the use of pesticide products that pose known, likely, or <br />probable human health or environmental risks; <br /> <br />• Promotes the use of non-hazardous and/or reduced risk alternatives that benefit <br />human health and the environment, including incorporation of Bay Friendly <br />Landscaping Guidelines when feasible; <br /> <br />• Applies pesticides in a manner that protects and enhances our region’s natural <br />resources and public health; <br /> <br />• Maintains a leadership role in developing both ecologically sensitive and <br />aesthetically pleasing landscapes and structures; and <br /> <br />• Practices a consistent standard of environmental stewardship by departments <br />managing structures, landscapes, and other grounds. <br /> <br />When possible, it is recommended that City staff and contractors performing work on the <br />City’s behalf employ non-chemical management tactics first. Staff shall evaluate <br />alternatives such as using mulching or composting to keeps weeds down in areas that <br />have traditionally been treated with pesticides. These types of treatments will also help to <br />reduce run-off into the creeks and the Bay. Chemicals are to be applied only by <br />applicators that have been trained in application methods, IPM techniques, and safety <br />precautions, including the use of personal protective equipment, storage and handling, <br />and environmental concerns. <br />Before treating areas with pesticides, staff shall consider the utilization of alternative <br />methods for the control of pests. The City shall provide for the utilization of least-toxic <br />pesticides that will provide acceptable control of the pest(s). If pesticides are to be used, <br />no treatments shall be done two days prior to a forecast rain event. Staff shall ensure that <br />every effort is made to prevent run-off of the treated area and that there is not overspray <br />into/onto non-target areas. When buildings are treated, staff shall ensure that irrigation in <br />the affected area is off for 24 hours to prevent run-off into non-target areas. <br />ATTACHMENT E <br />Page 51 of 5381
