<br />11 <br /> <br /> <br /> <br />Regulatory Matters <br /> <br />The regulatory process has become increasingly important for units of local government to <br />shape federal policy in recent years, with the Executive Branch exploring the boundaries of its <br />Constitutional powers to set the agenda given a lack of action on Capitol Hill. Our team monitors <br />proposed rules and determines how regulatory changes will impact your community. We would draft <br />public comment in response to those notices issued by the Administration and ensure that your <br />Congressional delegation is aware of any concern or support for those policy directives. <br /> <br />We have seen the foundational pillars on which the Biden Administration will base its domestic <br />policy based on the President’s Executive Orders and discretionary grant opportunities unveiled in the <br />first 100 days of the Administration. These pillars include safety, environmental justic e (EJ), racial <br />equity, resiliency to climate change, creating good-paying jobs, and innovation. The Administration <br />seeks to strengthen the implementation of the Buy American and Buy America statutes, requiring <br />federal agencies to give domestic preference in federal procurements, federal grants, and other forms <br />of federal assistance. <br /> <br /> <br />Discretionary Grant Opportunities <br /> <br />Our firm supports local efforts to secure federal assistance, including grants, cooperative <br />agreements, and low-interest credit assistance. We will work to identify federal discretionary grant <br />opportunities of interest in support of your local projects or programs. We are proud of the federal <br />funding our local government clients have been successful in obtaining during the years we have <br />worked for them. We have always done so as part of a team that has included local elected officials, <br />senior managers in government, Congressional members and staff and agency officials. <br /> <br />Our staff produce memoranda on funding opportunities several times a week, in response to <br />notices published by the federal agencies in the Federal Register. We seek to align local initiatives <br />with the priorities being pursued by the Administration or Congress. Jen and her colleagues will provide <br />support throughout the entire grant application process, offering guidance on narrative and editing <br />drafts. The first step is to provide guidance on how to develop a competitive proposal that is responsive <br />to the evaluation criteria put forth in the Notice of Funding Availability/Opportunity (NOFA/NOFO) or <br />Request for Proposals (RFP). We will work to ensure that your application will score well with the <br />Department’s peer reviewer and appointees. We are glad to serve as your initial peer reviewer, offering <br />guidance on the narrative, providing additional useful data points, and editing drafts of the proposal. <br /> <br />Our team will work with public agencies to create an advocacy strategy in support of the application <br />package. We coordinate with the Congressional delegation to draft and secure letters of support from <br />each Member, and we then determine how to keep our Members engaged with the Administration at <br />key points as appropriate following submission of the package. Whenever possible, we seek to <br />connect your members and staff with the key federal decision-makers in person to discuss the <br />proposal. Those meetings serve as an opportunity to highlight the project’s merit and anticipated public <br />benefit on the community and surrounding region. <br /> <br />We look forward to working with the City of San Leandro seeking funding through any discretionary <br />grant programs of interest and ensuring that any forthcoming proposals are competitive.
