City of San Leandro <br />Meeting Date: April 19, 2021 <br />Staff Report <br />Agenda Section:File Number:21-187 CONSENT CALENDAR <br />Agenda Number:8.B. <br />TO:City Council <br />FROM:Fran Robustelli <br />Interim City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve and <br />Authorize the City Manager to Execute a Non-Professional Services Agreement <br />with Denali Water Solutions, LLC for $244,250 for the Water Pollution Control <br />Plant Biosolids Haul 2020-2021 Project and to Appropriate $34,250 from the <br />Water Pollution Control Plant Enterprise Fund Balance Reserve for the Purpose <br />of Hauling Biosolids <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends City Council adopt a Resolution to approve and authorize the City Manager to <br />execute a Non-Professional Services Agreement with Denali Water Solutions, LLC for $244,250 <br />for the Biosolids Haul 2020-2021 project and to appropriate $34,250 from the Water Pollution <br />Control Plant (WPCP) enterprise fund balance reserve. <br />This project will remove approximately 5,000 tons of biosolids from WPCP drying beds. <br />ANALYSIS <br />As part of the wastewater process, biosolids are removed from the wastewater. They are treated <br />in anaerobic digesters and then thickened to about 15% solids concentration. The biosolids are <br />then spread on drying beds to air dry, which generally happens during the summer months. Until <br />recently, the Water Pollution Control Plant had 13 drying beds. However, the solar panel <br />installation and stockpile of construction soil has reduced the drying beds to seven. This causes <br />the biosolids layer in each bed to be thicker and to take longer to dry. As a result, the biosolids <br />that are transported have a higher water content and cost more to haul than dryer biosolids. <br />However, market conditions in the hauling sector have improved and the price per ton to haul <br />biosolids has decreased from when the project was last bid in 2019. <br />In the future, two drying beds will be returned to service by relocating the stockpiled construction <br />soil and rehabilitating the beds.
