7/6/ 1990 Maginnis issues Hate-Motivated Crime and Incident Investigations Policy. The policy states that it is
“the policy of SLPD to ensure the rights guaranteed by law are protected for all people, regardless of
race, color religion, ancestry, national origin, or sexual orientation. When such rights are infringed upon
by violence, threats or other harassment, the Department will use every necessary resource to rapidly
and decisively identify the perpetrators, arrest them and bring them before the court. All acts of hate-
motivated violence or threats will be viewed as serious, and the investigations will be given priority
attention.” (SLPD Policy)
Fall/1990 As President of the Alameda County Chief’s Association, Maginnis successfully lobbies for joint
implementation of SLPD’s Hate Crime Policy and training for all agencies in the County.
