City of San Leandro <br />Meeting Date: June 7, 2021 <br />Staff Report <br />Agenda Section:File Number:21-325 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Jeanette Dong <br />Recreation and Human Services Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve <br />Recommendations from the City of San Leandro Human Services Commission <br />for Community Assistance Program Grants for Fiscal Years 2021-2022 and <br />2022-2023 <br />SUMMARY AND RECOMMENDATIONS <br /> <br />Staff recommends that the City Council approve the recommendations from the City’s Human <br />Services Commission for Fiscal Years 2021-2022 and 2022-2023 Community Assistance <br />Program Grant funding. The funding is $150,000 per fiscal year. <br /> <br />BACKGROUND <br />Through the Community Assistance Program (CAP), the City of San Leandro supports non-profit <br />organizations that provide human services to San Leandro residents. The Human Services <br />Commission (HSC) reviews the written grant proposals, assesses the City’s need for the <br />program and makes funding recommendations to the City Council. Both the HSC and Recreation <br />and Human Services (RHS) staff utilize the Human Services Gap Analysis done in 2017, as part <br />of the application review process. In accordance with the City’s gap analysis implementation <br />plan, the priorities are: severe/high-level mental and behavioral health; development of food <br />security programs or services, domestic and intimate partner violence services and job <br />development, income support and employment services. <br />DISCUSSION <br />The HSC received a total of twelve (12) grant applications for community assistance program <br />grants. RHS issued a Request for Funding Applications (RFA) on February 25, 2021. Funding <br />recommendations were made during the commission meeting on April 28, 2021. <br />Because funding is limited, grants were recommended for the most essential services.
