RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2021-071 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL <br />AUTHORIZING THE CITY MANAGER TO PURSUE WIDESPREAD DEPLOYMENT <br />OF SOLAR AND BATTERY ENERGY SYSTEMS AT CRITICAL MUNICIPAL <br />FACILITIES IN PARTNERSHIP WITH THE CITY'S PUBLIC POWER PROVIDER, <br />EAST BAY COMMUNITY ENERGY (EBCE), AND TO COMMIT TO <br />INSTALLATIONS OF SYSTEMS THROUGH A STANDARD POWER PURCHASE <br />AGREEMENT WITH EBCE <br />WHEREAS, the San Leandro City Council has demonstrated its commitment to a <br />sustainable and resilient future through its policy goals and actions, including energy reduction, <br />clean energy programs, and the expansion of local renewable power supply; and <br />WHEREAS, on December 21, 2009, the San Leandro City Council adopted the 2009 <br />Climate Action Plan to reduce greenhouse gas emissions by 80% of San Leandro's 2005 <br />emissions level by 2050; and <br />WHEREAS, a Community Choice Aggregation program is a mechanism by which local <br />governments assume responsibility for providing electrical power for residential and commercial <br />customers in their jurisdiction in partnership with local commercial energy purveyors and owners <br />of transmission and distribution facilities, which in the case of Alameda County is Pacific Gas & <br />Electric Co.; and <br />WHEREAS, on November 21, 2016, the City of San Leandro City Council adopted <br />Resolution No. 2016-160 authorizing San Leandro's participation in the East Bay Community <br />Energy Authority (EBCE), development of the EBCE Community Choice Aggregation program, <br />and authorized implementation of EBCE as San Leandro's Load Serving Entity; and <br />WHEREAS, in June 2018, EBCE began offering the option of selecting the Brilliant 100 <br />(100% GHG-free) electric service plan from EBCE for all municipal accounts, and which staff <br />did implement; and <br />WHEREAS, on December 2, 2019, the San Leandro City Council declared a Climate <br />Emergency; and <br />WHEREAS, San Leandro's Draft 2021 Climate Action Plan sets the goals of providing <br />state-of-the-art, well -maintained infrastructure, amenities, and facilities, creating a resilient, safe, <br />connected, and prepared City and being a global leader in addressing climate change, advancing <br />environmental justice, and protecting the environment. <br />NOW THEREFORE, the San Leandro City Council RESOLVES to authorize the City <br />Manager to continue pursuing widespread deployment of solar and battery energy systems at <br />critical municipal facilities in partnership with the City's public power provider, EBCE, and <br />commit to installing these systems through a standard Power Purchase Agreement with EBCE, <br />
