<br />Consulting Services Agreement between City of San Leandro and Last revised 06/03/2021 <br />Dixon Resources Unlimited for On-Call Support Services Exhibit A – Page 1 of 2 <br />EXHIBIT A <br />SCOPE OF SERVICES <br /> <br /> <br />Dixon Resources Unlimited (Consultant) is a firm that specializes in supporting municipal parking and <br />mobility programs across the country, consistently identifying and implementing operations, management, <br />and technology recommendations to transition municipal parking operations to long-term, sustainable <br />programs. <br /> <br />On-Call Data Collection Support Services <br /> <br />Consultant will work at the City’s direction to provide on-call support services to address the City’s evolving <br />priorities and ongoing needs. Consultant will provide on-call support according to the cost proposal <br />provided, and will not proceed with any specific tasks prior to receiving verbal or written authorization from <br />the City. <br /> <br /> <br />License Plate Reader (LPR) Data Collection & Rapid LPR Report <br /> <br />Mobile LPR analysis is a simple and cost-effective way to assess parking occupancy and turnover. Dixon’s <br />Rapid LPR Report leverages your LPR technology to collect parking data, including built-in data security <br />and tokenization, and creates exportable dashboards that will reflect up-to-date parking conditions for any <br />target area. Dixon can provide visualizations of parking occupancy and turnover so you can remain smart <br />and adaptive for important policy decisions. The tool can also monitor parking enforcement efficiency and <br />optimize enforcement resources by identifying locations that require monitoring. <br /> <br />Dixon will leverage existing LPR data or work with the City’s LPR team to collect parking data outside of <br />their standard collection zones for the purpose of parking occupancy and turnover analysis. Utilizing the <br />City’s LPR resources to collect parking data is more efficient than collecting manually due to the large area <br />and LPR vehicle can cover compared to a data collector. <br /> <br />Task 1. LPR Data Collection <br />This includes project setup and coordination costs for up to eight unique studies. If dedicated data <br />collection is required, Dixon will work with the City to produce specific block faces to be collected and <br />driving routes for the City to follow for efficient and accurate data collection. Project setup is a one-time cost <br />per study area. <br /> <br />For each data collection study, Dixon suggests a minimum of four days of collection on two weekdays and <br />two weekend days, with three collection runs each day. The Mobile LPR unit is estimated to cover over 100 <br />block faces per hour. <br /> <br />• Collection Days: A minimum of two weekdays, and two Saturdays <br />• Collection Times: Suggested run start times are 8:30AM, 1PM, and 6PM <br /> <br /> <br />1312
