<br />Consulting Services Agreement between City of San Leandro and Last revised 6/14/2021 <br />HdL for Program Administration - ARPA Exhibit A – Page 1 of 1 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />The following represents the scope of work for the project. <br /> <br />HdL ECONSolutions believes the most effective scope of work for the project for the City of San Leandro to <br />expend the $18.64 million coming to San Leandro in Federal funding from the American Rescue Plan Act <br />should focus on formulating a comprehensive COVID-19 Relief & Economic Recovery Program for both <br />near term and lasting economic recovery including the following components. <br /> <br />CORE TASKS <br />• Task 1 - Design and develop a Recovery Strategy (the ‘Strategy’) to effectively expend the $18.64 <br />million coming to the City of San Leandro from the American Rescue Plan Act (ARPA), including <br />working with City staff on understanding the City’s revenue loss per ARPA rules, along with crafting the <br />City’s ARPA Strategy to incorporate the City’s vision, goals and objectives related to ARPA and <br />recovery from the COVID-19 Pandemic. Task 1 shall include working with the City’s Executive Team <br />and appropriate city staff, along with the City Council in drafting the ARPA Strategy. HdL shall attend <br />meetings with city staff members, along with needed meetings with City Council. <br />• Task 2 - The ARPA Program must also include the administrative effort to implement the Strategy, <br />along with managing compliance with federal requirements contained in the American Rescue Plan Act <br />for a two-year period. <br />OTHER OPTIONAL TASK <br />• Task 3 - To properly develop the Strategy to work for both the City and the community an <br />extensive outreach effort should be put forth, including surveys and meetings with key stakeholders such <br />as City Council members, City staff, the Chamber of Commerce and local business representatives from <br />hardest hit business sectors. Possibilities for ARPA related programs might include Small Business Relief <br />Grants, Commercial Rental Assistance, Enhancements for Outdoor Dinning for Restaurants, etc. HdL can <br />help manage this process--if desired by the City.
