W WILLDAN <br />B. Mitigation and Monitoring <br />Mitigation of the Heron Bay project was accomplished by re -construction of marshlands, <br />tidal marshlands, and upland or high ground for wildlife habitat. In order to verify that the <br />habitat is healthy and in order to identify maintenance requirements a monitoring report <br />was prepared annually for the first 10 years after marsh construction, formal monitoring <br />has ended. . <br />C. District Reserve Fund <br />A Maintenance Reserve Fund is maintained by the District in the amount of $300,000 <br />to fund capital improvements and unexpected or emergency repairs. There have not <br />been any withdrawals from the reserve fund this past fiscal year and none are <br />anticipated for the coming fiscal year. <br />D. Capital Improvement Projects <br />Levee Maintenance <br />The nature of the levees that protect the Heron Bay marshland is such that they require <br />periodic maintenance; specifically, the heavy stone rip rap that prevents erosion shifts, <br />settles, or washes away and needs to be replaced. This work is most efficiently done by <br />an outside contractor in large quantities. A project on the shore near where the bay trail <br />turns eastward and heads toward Bayfront Drive was completed this year. <br />Trail Maintenance <br />City staff will periodically hire a contractor to complete pavement repairs on sections of <br />the trail where tree roots have damaged the asphalt. The work will involve digging out <br />small sections of pavement, trimming back tree roots and installing new asphalt patches. <br />Shoreline Signs <br />In conformance with the City's updated permit with the San Francisco Bay Conservation <br />and Development Commission (BCDC), wayfinding signage along the Bay Trail will be <br />repaired or replaced since the existing signage has been worn by weather and sun - <br />exposure. <br />Tide Gate Repair <br />City staff completes repairs to tide gates on an as -needed basis to assure their proper <br />operation. Repairs include; reconnecting the flap gates and the frames, replacing rotted <br />sections of the drain pipes, reattaching the screen latch connections, replacing damaged <br />screen bars and screens, and installing associated stainless -steel lubrication tubings. <br />City of San Leandro Heron Bay Maintenance Assessment District No. 96-3 Page 5 <br />
