Public Review Draft <br />Page 18 San Leandro 2021 Climate Action Plan <br />providing overarching direction for the City to address climate change. This overarching direction <br />includes: <br /> Goal OSC-8: Promote the efficient use of energy and the increased use of renewable energy by <br />San Leandro residents and businesses. <br /> Policy EH-6.11: Prepare for the weather-related impacts of climate change, such as more <br />frequent extreme weather events, temperature extremes, and prolonged drought. <br /> Policy T-5.8: Plan for a substantial increase in the number of electric vehicles and other low- <br />emissions or zero-emission vehicles on city streets. <br />The CAP acts to implement the General Plan, providing specific policies and actions to achieve <br />comprehensive GHG reduction and climate adaptation activities in San Leandro in a manner <br />consistent with the General Plan’s overall path for the community. <br />CLIMATE ACTION PREPARATION PROCESS <br />Staff from the City of San Leandro Sustainability Office led preparation of this 2021 CAP update. <br />Members of the San Leandro Green Team, a group of staff from several City departments who <br />meet regularly to discuss and work on sustainability issues, provided critical review and feedback <br />of work during the process. The consulting firm PlaceWorks provided technical support for the CAP <br />update. The first phase of the CAP update process involved preparing the technical analyses that <br />form the foundation of the CAP, including the GHG inventory and forecast and the vulnerability <br />assessment. The project team used these analyses to identify and assess a range of GHG <br />reduction and climate adaptation strategies that respond to the specific conditions and issues of <br />concern in San Leandro. Following this, the project team prepared the CAP update document. <br />The public input process, which ran throughout the CAP update process, is intended to ensure that <br />community stakeholders have a voice in developing the CAP. The City of San Leandro has <br />conducted significant public outreach to educate community groups on climate protection issues, <br />as well as to gather comments from the public. <br />Community Outreach <br />Following best practices around climate equity laid out by the National Association for Climate <br />Resilience Planners and other leading climate justice organizations, the San Leandro Sustainability <br />Office centered relationship-building and listening in the community outreach for the CAP update. <br />The community and stakeholder engagement process for the 2021 CAP included in-person and <br />virtual conversations, meetings, gatherings, games, presentations, community workshops, and <br />online surveys and activities. The purpose of the community and stakeholder engagement for the <br />CAP was to understand community needs and capacity, identify vulnerabilities and inequities, and <br />build a leadership development infrastructure for community champions to collaborate with City <br />staff on projects and planning. Since climate impacts everyone, and particularly those already <br />impacted by systemic factors such as racism or poverty, a broad and diverse audience was sought. <br />62
