Public Review Draft <br />Page 20 San Leandro 2021 Climate Action Plan <br />The City hosted the first community workshop to officially kick off the CAP in person on February <br />20, 2020, with over 90 community members in attendance. Staff from the Sustainability Office and <br />PlaceWorks, the City’s technical consultant on the CAP update, gave a presentation overview of <br />the CAP update process, what had been achieved thus far, and what was expected for the following <br />months. Community members then broke into discussions at their tables, facilitated by Green Team <br />members, about their primary concerns and suggestions around major climate sectors. Chinese <br />and Spanish interpretation, childcare, and dinner were provided for accessibility. Community <br />members provided a wide range of feedback on the meaning of community resilience, big ideas to <br />reduce GHG emissions, and specific thoughts on several topics related to GHG emissions and <br />climate adaptation. Common statements included upgrading existing buildings to be more energy <br />efficient, providing greater access to public transit and other ways to reduce automobile <br />dependency, and achieving a more equitable community. <br />With the COVID-19 pandemic hitting the US in March <br />2020, the City adjusted the CAP outreach timeline and <br />approach. Rather than holding the second public <br />workshop as planned in early summer, PlaceWorks <br />and the Sustainability Office instead worked closely <br />with the Green Team to refine the draft CAP strategies. <br />The City uploaded the draft strategies onto an online <br />platform, Consider.It, for the public to vote and <br />comment on in September 2020. All of the strategies <br />were translated into Spanish and Chinese on separate <br />forums for accessibility. Targeted outreach was <br />conducted to business leaders, regional agencies, <br />and community champions. About 100 users <br />responded across all of the forums. <br />The Sustainability Office continued to hold small <br />group presentations and discussions leading up to the second public workshop, including a focus <br />group for black, Indigenous, and youth of color, a small group session for Chinese monolingual <br />speakers, and one-on-one meetings with developers and businesses. <br /> The City hosted the second public workshop virtually in October 2020 using the Zoom online <br />platform. Community partners and Green Team staff facilitated breakout rooms for specific <br />discussions by stakeholder group. Spanish interpretation was provided. With the CAP draft policies <br />available, the focus of the workshop was on implementation and how the community could <br />collaborate to work on climate action together. Breakout groups were divided into faith groups, <br />schools/youth, neighborhoods, businesses, families, and Spanish speakers and facilitated by <br />representatives from the Interfaith Homeless Network, the San Leandro Unified School District <br />Board, San Leandro High Eco Club, Mission Bay Mobile Home Community, Building Futures for <br />Women and Children, San Leandro Chamber of Commerce, Community Impact Lab, and <br />PlaceWorks, respectively. About 60 people attended the virtual workshop. <br />The Consider.It platform invited community <br />members to prioritize potential GHG reduction <br />strategies and weigh in on the advantages and <br />disadvantages of each. <br />64
