Climate Change Vulnerability Assessment <br />San Leandro 2021 Climate Action Plan Page 35 <br />Neptune, Bermuda, Catalina, and potentially other sewer lift stations are susceptible to bayshore <br />flooding. Failure of these systems would cause direct discharge of raw sewage to the Bay. At four <br />feet in elevation, the Wicks storm pump station is susceptible to flooding from the Bay. Storm pump <br />stations can be hardened and protected from bayshore flooding. They can also be lifted above the <br />flood levels. However, if inundation is consistent, pump station functionality may decline. <br />Bayshore flooding is expected to inundate the wetland habitat in the Mission Bay area by 2050. The <br />wildlife habitat, recreation, and flood protection that these ecosystems provide may not be able to <br />be sustained. 33 <br /> <br />Case Study: Neptune Drive Shoreline Flood Protection <br />The City of San Leandro has proposed forming an assessment district to fund the construction <br />of a levee at 13145-13164 Neptune Drive near the intersection of Neptune Drive and Marina <br />Boulevard. The levee would be one of two levees designed to provide flood protection and <br />reduce the number of properties that fall within the flood zone. <br />Several hundred properties fall within the FEMA-designated “High Risk” Flood Zone, including <br />several that were added in 2016. When both levees are completed, the FEMA Flood Zone <br />designation will change from “High Risk” to “Moderate to Low Risk,” helping to protect <br />community members from flooding and SLR and potentially reducing flood insurance premiums. <br /> <br />The site of the proposed levee, circled in yellow. <br />79
