The City also serves as a member of the East Bay Green <br />Corridor. <br />In 2018, the San Leandro City Council approved an update to the 2009 CAP to align with <br />the State targets and goals. The City Council recognized San Leandro's role as an earl <br />adopter of climate action planning but identified a need for the City to conduct a more <br />rigorous analysis of proposed GHG reduction activities and to plan for longer -term climate <br />mitigation. As part of its authorization of the CAP update, the City Council el�a rove <br />below 2005 levels by adapted 2030 and 80 percent below 2005 levels by 2050' <br />,� oUGfiGR targets + ,� FeGf the update. The City Council also called for combining GH <br />reduction efforts with climate adaptation planning, helping San Leandro to address the <br />challenges posed by climate change in a more comprehensive manner. <br />In December 2019 the City Council a roved Resolution Number 2019-200 a resolution <br />endorsing the declaration of a climate emergency and recluesting regional collaboration <br />on an immediate'ust transition and emergency mobilization effort to restore a safe climat . <br />Through this resolution the City Council declared that a climate emera-ency threatens the <br />city, region, state nation and iplonet and committed to seek a 'ust transition and climat <br />emergency mobilization effort to address climate change with appropriate financial an <br />regulatory assistance from the County of Alameda and state and federal authoritie . <br />Throu h these efforts, the City would reduce community -wide GHG emissions as quickly a <br />feasible towards the as irational coal of zero net emissions support safety drawin-a dow <br />carbon from the atmosphere, and accelerating adaptation and resilience strategies i <br />preparation for intensifvina climate impacts. <br />This CAP preserves the structure and format of the 2009 document while providing updated <br />information, an expanded set of GHG reduction strategies, recommended climate <br />adaptation strategies, and a longer -term planning horizon. As a result, the 2021 CAP <br />provides a revised framework for addressing GHG emissions in the community, including <br />an updated consolidated framework for the review and analysis of GHG emissions from <br />new development activities. <br />Community Profile <br />Since its incorporation in 1872, San Leandro has experienced several waves of <br />transformative change. In the early 20th century, the community evolved from a small <br />town into a bustling agricultural center. After World War II, the agricultural center was <br />transformed into a booming suburb. With each wave of development and change, the <br />City experienced social, economic, and physical transformation.
