File Number: 21-471 <br />The terms of the MFA have no force and effect with respect to a project until a program <br />supplement has been fully executed by both MTC and the City. The program supplement <br />agreement specifies the terms and conditions specific to a project. The supplemental agreement <br />details the task items for which grant funding will be reimbursed, the task item deliverable(s) upon <br />which payment will be made, estimated task item budgets, and estimated completion for each <br />task item. Future projects that wish to obtain funding through MTC would be required to enter into <br />separate supplemental agreements. Staff anticipates bringing forward a supplemental <br />agreement in early 2022 for implementing the I-880 Integrated Corridor Management Project <br />which will provide improved traffic management for the City along San Leandro Boulevard and <br />Washington Avenue. <br />Applicable General Plan Policies <br />·14.02 Funding - Aggressively pursue state and federal funding for bicycle and pedestrian <br />improvements, while also including funding for bicycle and pedestrian improvements in the <br />City’s Capital Improvement Program. <br />·15.07 Allocation Of Regional Funds - Ensure that the City receives its fair share of the <br />public funds allocated for transit services within the region. <br />·20.01 Coordination With Regional Agencies - Work closely with the Metropolitan <br />Transportation Commission, the Alameda County Congestion Management Agency and <br />other agencies to address regional transportation issues affecting San Leandro. <br />Fiscal Impacts <br />Execution of the MFA will permit the future transfer of federal, state and regional funds for <br />planning, programming, transportation, transit, land use or other projects awarded by MTC. <br />Attachment to Related Legislative File <br />·Master Funding Agreement (Draft) <br />PREPARED BY: Sheila Marquises, Principal Engineer, Engineering and Transportation <br />Department <br />Page 2 City of San Leandro Printed on 9/2/2021 <br />369
