<br /> <br /> <br />Pre-Existing. In existence prior to the effective date of this Code. <br /> <br />Processing Facility. A building or enclosed space used for the collection and processing of recyclable <br />materials. Processing means the preparation of material for efficient shipment, or to an end-user’s <br />specifications, by such means as baling, briquetting, compacting, flattening, grinding, crushing, <br />mechanical sorting, shredding, cleaning, and remanufacturing. <br /> <br />A. Light-Processing Facility. Occupies less than 45,000 square feet, all activities are conducted <br />entirely within an enclosed building, and includes equipment for baling, briquetting, crushing, <br />compacting, grinding, shredding and sorting of source-separated recyclable materials, except <br />ferrous metals other than food and beverage containers, and repairing of reusable materials. <br />(See Section 4.04.232 Recycling Facilities, Subsection B Permits Required. <br /> <br />B. Heavy-Processing Facility. Any processing facility other than a light-processing facility. <br /> <br />Project. Any proposal for new or changed use, or for new construction, alteration, or enlargement of <br />any structure that is subject to the provisions of this Code. <br /> <br />Public Safety Facilities. Facilities for public safety and emergency services, including police and fire <br />protection. <br /> <br />Public Storage. Storage in small individual spaces exclusively and directly accessible to a specific <br />tenant and offered on a monthly or other limited basis. This classification includes mini-warehouses. <br /> <br />Public Transit Seating Sign. A replaceable panel for non-accessory advertising copy installed upon a <br />fixed or movable bench intended for use by patrons of public transit systems. <br /> <br />Razor/Barbed Wire. A flat metal strip or band with regularly spaced sharp points or barbs and placed <br />in continuous coils or strips on fences, buildings or other structures. <br /> <br />Real Estate Offices, Temporary. An office for the marketing, sales, or rental of real property. <br /> <br />Recyclable Material. Residential, commercial and industrial materials or by-products, which are set <br />aside, handled, packaged or offered for collection separate from garbage for the purpose of being <br />processed and then returned to the economic mainstream in the form of commodities or products. <br />Reusable material, including, but not limited to, metals, glass, plastic, and paper, which are intended <br />for reuse, remanufacture, or reconstitution for the purpose of using the altered form. Also see Section <br />4.04.232 Recycling Facilities. <br /> <br />Recycling. The process of collecting, sorting, cleansing, treating, and reconstituting materials that <br />would otherwise become solid waste, and returning them to the economic mainstream in the form of <br />raw material for new, reused, or reconstituted products which meet the quality standards necessary <br />to be used in the marketplace. Also see Section 4.04.232 Recycling Facilities. <br /> <br />Recycling Centers. A facility for the recycling of waste paper, bottles, cans, or other materials, <br />including small collection facilities and reverse vending machines.
