EXHIBIT F - Grant Application: Letter of Intent, Scope of Work and Work Plan__________________________________________________________________________EXHIBIT F - Grant Application: Letter of Intent, Scope of Work and Work Plan__________________________________________________________________________ <br />1.Minimum Qualifications <br />1.Does your agency have an enforcement program to address abandoned boats?Yes No <br />If Yes, describe San Leandro Marina is owned and operated by the City of San Leandro. <br />Municipal Code 4-19-120 grants the City the authority to remove or <br />impound abandoned vessels within the Marina. <br />The City provides 60 and 90-day past due notifications for delinquent <br />accounts. The paid status of an account is an indicator of whether a vessel <br />is/will be abandoned. An eviction letter is mailed at 90 days notifying lien <br />proceedings will begin. The lien process is outsourced. After the lien sale, <br />boat owners have 10 days to redeem vessels by paying account in full. <br />Unsold vessels become City property. The demolition bid process for <br />unsold vessels begins 10 days after the auction date. The boat is towed to <br />the public launch ramp and placed on a trailer to be towed to a local transfer <br />station for destruction.
