RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2021-159 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO ACCEPT AND <br />AUTHORIZE THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATED <br />TO THE DEPARTMENT OF JUSTICE'S EDWARD BYRNE JUSTICE ASSISTANCE <br />GRANT (JAG) AWARD OF $36,345 AND TO APPROPRIATE THE CITY'S SHARE OF <br />$32,710.50 OF THESE FUNDS TO FUND THE PURCHASE AND ADMINISTRATION <br />OF THE CORDICOSHIELD WELLNESS SOFTWARE APPLICATION <br />WHEREAS, the Edward Byrne JAG Program is administered by the U.S. Department of <br />Justice, Office of Justice Programs and was created in 2005 by merging the Edward Byrne <br />Memorial Grant Program (Byrne) with the Local Law Enforcement Block Grant Program <br />(LLEBG); and <br />WHEREAS, Edward Byrne JAG funding can be used to support a broad range of state <br />and local government police projects, including those designed to prevent and control crime and <br />to improve the criminal justice system; and <br />WHEREAS, on July 26, 2021, the Police Department submitted a request for grant <br />funding through Alameda County for Edward Byrne JAG funding to enhance the department's <br />employee wellness program with a proposal to fully implement a software application for police <br />employee wellbeing and support; and <br />WHEREAS, the SLPD was awarded Department of Justice (DOJ) JAG funding of <br />$36,345 for the project proposed less $3,634.50 for administrative fees paid to Alameda County <br />Sheriff's Office for grant management; and <br />WHEREAS, the SLPD will reserve and apply $1,090.35, or 3% of the award, for <br />National Incident Based Reporting System (NIBRS) implementation already underway. <br />NOW, THEREFORE, the City of San Leandro City Council hereby RESOLVES as <br />follows: <br />1. That the City Council accepts the grant funds and authorizes the City Manager to <br />execute all documents related to the grant award of $36,345; and <br />2. That an appropriation of $9,420.15 from the 2021 DOJ JAG award to account No.150- <br />21-058-4101 is approved; <br />3. That an appropriation of $1,090.35 from the 2021 DOJ JAG award be obligated for the <br />exclusive use of implementing the National Incident Based Reporting System (NIBRS) <br />to account No. 150-21-058-5120 is approved; <br />4. That an appropriation of $20,000 from the 2021 DOJ JAG award to account No.150-21- <br />058-5311 is approved; <br />That an appropriation of $2,200 from the 2021 DOJ JAG award to account No. 150-21- <br />058-7401 is approved; <br />
