City of San Leandro <br />Meeting Date: December 13, 2021 <br />Resolution - Council <br />Agenda Section:File Number:21-721 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Brian Simons <br />Library Services Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:RESOLUTION of the City of San Leandro City Council to Approve and Authorize <br />the City Manager to Execute All Documents Related to the Memorandum of <br />Understanding with First 5 Alameda County, receiving $4,800 and storytime kits <br />valued at $15,185 for FY 2021-2022 and to Appropriate These Funds for Early <br />Childhood Development Efforts as Outlined in the MOU <br />WHEREAS, First 5 Alameda County was established as the county extension of the California <br />Children and Families Commission made possible by passage of the California Children and <br />Families First Act (Proposition 10) in 1998 (see Attachment titled Proposition 10 Statutes) and <br />established to promote, support, and improve the early development of children from the prenatal <br />stage to five years of age; and <br />WHEREAS, a partnership between First 5 Alameda County and the San Leandro Public Library <br />was established in 2013 through a neighborhood partnership grant; and <br />WHEREAS, the San Leandro Public Library has continued to partner with First 5 Alameda <br />County on kindergarten readiness annually through grant agreements or memorandums of <br />understanding; and <br />WHEREAS, First 5 Alameda County funding can be used to support early childhood development <br />efforts for ages birth through 5 years of age to include library staff training, programming, and <br />materials; and <br />WHEREAS, the San Leandro Public Library receives funding to provide early childhood services <br />to the community and reporting results to First 5; and <br />WHEREAS, the San Leandro Public Library is provided $4,800 for training to provide the early <br />childhood development kindergarten readiness services to the community and early childhood <br />developmentally appropriate storytime kits in English, Spanish, and Chinese languages at a value <br />Page 1 City of San Leandro Printed on 12/9/2021 <br />235
