Development Projects <br />Development Project Rules <br />1. Contracted work must comply with the provisions of §1771.5 of the State Labor Code. <br />2. GRANTEE must have adequate liability insurance, performance bond, or other security <br />necessary to protect the State and GRANTEE's interest against poor workmanship, <br />fraud, or other potential loss associated with the completion of the PROJECT. <br />3. PRE -CONSTRUCTION COSTS may not exceed 25% of the PROJECT amount. <br />4. The primary purpose of any building constructed or improved must be public <br />recreation. For example, renovating a gymnasium that includes office space for staff <br />is eligible; renovating GRANTEE's office building is not. <br />5. PROJECTS must be accessible, including an accessible path of travel to the PROJECT. <br />Eligible Development Costs <br />All costs must be incurred within the GRANT PERFORMANCE PERIOD. Costs listed below are <br />examples of eligible costs, and not inclusive. Contact OGALS if you have any questions <br />regarding a PROJECT cost. <br />Eligible Pre -construction Costs — up to 25% Of PROJECT Costs; incurred prior to <br />groundbreaking as determined by the GRANTEE <br />• Public meetings, focus groups, design workshops <br />• Plans, specifications, construction documents, and cost estimates <br />• Permits <br />• CEQA <br />• Bid preparation and packages <br />• IN-HOUSE EMPLOYEE SERVICES prior to groundbreaking <br />• GRANT/PROJECT administration and accounting prior to groundbreaking <br />Eligible Construction Costs — up to 100% Of the PROJECT Costs; incurred after <br />groundbreaking <br />• Construction — necessary labor and construction activities to complete the PROJECT, <br />including site preparation (demolition, clearing and grubbing, excavation, grading), <br />onsite implementation and construction supervision <br />• Equipment — Equipment use charges (rental and in-house) must be made in <br />accordance with GRANTEE's normal accounting practices <br />• Premiums on hazard and liability insurance to cover personnel or property <br />• Site preparation <br />• Purchase and installation of equipment: security cameras, lighting, signs, display <br />boards, sound systems, video equipment, etc. <br />• Construction management: including site inspections and PROJECT administration <br />• Miscellaneous: other costs incurred during the construction phase, such as <br />transporting materials, equipment, or personnel, and communications <br />• IN-HOUSE EMPLOYEE SERVICES after groundbreaking <br />• GRANT/PROJECT administration and accounting after groundbreaking <br />16 <br />
