City of San Leandro <br />Sewer System Management Plan <br />Volume I <br />Responsibility for Maintenance of Laterals <br />The City's Municipal Code Section 3-14-640 establishes the property owner as the responsible <br />party for ownership and maintenance of both the upper and lower lateral. It is the property <br />owner's responsibility to maintain and repair the sewer lateral from the house or business up to <br />the point of connection with the public sanitary sewer main. While the City's Municipal Code <br />includes a prohibition against extraneous discharges, which includes UI, and the general <br />authority to access private property for purposes of enforcement of the provisions of the Code, it <br />does not provide a specific vehicle for identifying or requiring correction of I/I on private <br />property. <br />Proper Design and Construction of Sewers and Connections <br />Regulations pertaining to the design, construction, and inspection of private sewer systems, <br />building sewers, and connections are included in the Municipal Code and explained in the City's <br />Standard Plans (see Appendix B). Permits are required prior to construction of any private <br />sewage disposal system. (A permit is also required prior to constructing a building or lateral <br />sewer or connecting to a public sewer.) The permit application includes a review of plans and <br />specifications by the City. Construction permits require construction of building sewers be in <br />accordance with county and city requirements and be inspected by an Engineering Inspector <br />prior to acceptance by the City. <br />Page 113 <br />
