RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2022-021 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL FINDING <br />THAT THERE IS A PROCLAIMED STATE OF EMERGENCY AND URGING THAT <br />ALL CITY EMPLOYEES, CONTRACTORS AND SUB- CONTRACTORS RECEIVE <br />AN APPROVED COVID-19 VACCINATION IF THEY ARE ABLE <br />WHEREAS, on March 4, 2020 Governor Gavin Newsom proclaimed a State of <br />Emergency in response to the global outbreak of the novel coronavirus; and <br />WHEREAS, the state of Emergency proclaimed by Governor Newsom persists; and <br />WHEREAS, since the initial proclamation of a state of emergency by the Governor the <br />highly contagious Delta and Omicron variants have emerged and resulted in continued COVID-19 <br />infections and deaths throughout the state and County; and <br />WHEREAS, the number of cases within Alameda County has continued to rise, and as of <br />January 6, 2022, there are now over 135,416 confirmed cases of COVID-19 within the County and <br />1,567 deaths; and <br />WHEREAS, the number of cases within the City of San Leandro has continued to rise, and <br />as of January 6, 2022, there are now over 8,255 confirmed cases of COVID-19 within the City and <br />106 deaths; and <br />WHEREAS, on December 8, 2021, in response to the Delta variant of COVID-19, the <br />Alameda County Health Officer issued an order for all individuals, regardless of vaccination <br />status, to wear masks when inside public spaces; and <br />WHEREAS, the Centers for Disease Control and Prevention ("CDC") and the Alameda <br />County Department of Public Health continues to recommend physical distancing of at least 6 <br />feet from others outside of the household; and <br />WHEREAS, the CDC recommends that everyone 5 years or older receive an approved <br />COVID-19 vaccination; and <br />WHEREAS, because of the rise in cases due to the Delta and Omicron variants of <br />COVID-19, the City is concerned about the health and safety of all individuals who live, work, and <br />play in San Leandro; and <br />WHEREAS, the City Council hereby finds that the presence of COVID-19 and the Delta <br />and Omicron variants present imminent risks to the public health and safety, including the City's <br />legislative bodies and staff; and <br />WHEREAS, the health, safety, and welfare of San Leandro residents, businesses, visitors, <br />and staff is of utmost importance to the City. <br />NOW, THEREFORE, the City Council of the City of San Leandro hereby RESOLVES <br />as follows: <br />1. The above recitals are true and correct, and incorporated into this Resolution. <br />
