<br />ix <br /> <br /> Public Library COVID-19 Recovery – Following a thorough process ensuring health <br />and safety, the Library Department reopened the Main Library for onsite, in-person <br />services in May 2021. Reopening the Main Library after a fourteen-month closure due <br />to the pandemic provided community members access to vital, free resources such as <br />computers and printers as well as staff technical assistance. <br /> <br /> Monarch Bay Shoreline Development – The public-private partnership with the <br />developer includes up to 500 new housing units, hotel, restaurants, small retail space, <br />new open space and an extension of the San Francisco Bay Trail. The project is now in <br />the entitlements phase, and the developer submitted project designs and plans in 2021. <br /> <br /> Loro Landing Apartments – The 62-unit apartment building is expected to be <br />completed and leased by the end of 2021. The project is 100% affordable units. <br /> <br /> Bay Fair TOD Specific Plan Housing – The City approved in the second Senate Bill <br />(SB) 35 streamlined housing approval project on the former King Parcel adjacent to the <br />Bay Fair Mall. The development is the first housing project approved pursuant to the <br />Bay Fair TOD Specific Plan with 497 units, 50% affordable and 50% market rate. <br /> <br /> Climate Action Plan Update – The City completed a comprehensive update of the <br />Climate Action Plan with City Council adoption in July of 2021. <br /> <br /> Battery Storage/Energy-Efficiency Project – The City received a $420,000 grant from <br />PG&E for constructing the battery storage/energy-efficiency project at the Water Pollution <br />Control Plant. <br /> <br /> Measure VV – City Council placed Measure VV on the November 2020 municipal <br />election ballot. Voters approved the measure increasing the real property transfer tax rate <br />to $11 per thousand dollars in valuation. <br /> <br /> Civilian Police Oversight Board – Based on policy direction from the City Council, the <br />City launched exploratory efforts related to the creation of a new community police <br />oversight board and independent police auditor program. <br /> <br /> Cannabis Business Operations – The City successfully shepherded the opening of <br />previously permitted cannabis businesses, which are now operating safely in the <br />community and generating over $1.0 million in annual General Fund revenue. <br /> <br /> Enhancements of Network and Computer Server Security – Information Technology <br />division implemented new software platforms ensuring protection against cyber-related <br />threats and attacks. <br /> <br /> <br />254
