To be awarded a Certificate of Achievement, a government must publish an easily readable and
efficiently organized CAFR. This report must satisfy both generally accepted accounting principles
and applicable legal requirements. The current CAFR continues to meet the Certificate of
Achievement Program’s requirements and we are submitting it to the GFOA to determine its
eligibility for another certificate.

Acknowledgements

This CAFR represents the culmination of numerous hours of hard work expended by the dedicated
staff in the Finance Department. Special thanks are extended to Assistant Finance Director Karen
Chang and Accountants Tyler Hammond, Sarah Gustafson, and Susan Nunes for their commitment
and diligence in the preparation of this document. Furthermore, I would like to thank Maze &
Associates for their professional assistance and cooperation. Finally, I want to thank the City
Council for their continued interest and support in planning and conducting the City’s financial
operations.

Respectfully submitted,
Susan Hsieh
Finance Director

xi256
