Revenue – Total revenue for fiscal year 2020-21 amounted to $179.4 million, a $15.2 million increase <br />from the prior fiscal year. Of this amount, revenue from governmental activities increased by $5.5 million <br />or 3.8% and revenue from business-type activities increased by $9.6 million or 48.8%. The net change in <br />revenue was due to the following: <br />Charges for services in Governmental activities are primarily fees for recreation, building, fire, <br />planning, and engineering services. Revenue from these charges decreased by $2.3 million. Business- <br />Type Activities increased by $7.7 million most of which is attributed to the Water Pollution Control <br />Plant and Shoreline. <br />Operating grants, capital grants, and contributions include Federal and State grants and other <br />government and private contributions, including impact fees. Operating grants, capital grants and <br />contributions increased by a net $1.4 million in fiscal year 2020-21. <br />Property taxes increased by1.4% or $0.4 million when compared to fiscal year 2019-20. This is <br />consistent with an increase in property taxes levied and assessed valuations provided through the <br />County Assessor’s Office. <br />Sales tax revenue increased by 11.0% or $4.9 million when compared to fiscal year 2019-20. The <br />City’s five largest sales tax producing sectors were General Retail, Business to Business, Construction, <br />Transportation and Food Services. <br />Property Transfer Tax increased significantly by 152.3% or $5.8 million when compared to fiscal year <br />2019-20. The increase is primarily due 1) to the sale of commercial and industrial properties valued <br />more than $8 million, resulting in additional tax revenue of $1.6 million and 2) a voter approved <br />Measure VV, which increase the tax from $6 to $11 per $1000. <br />Gain or loss on sale of assets increased by $0.8 million due to the sale of real property. <br />10271
