File Number: 22-102 <br />As noted above, in February 2020, the City Council further committed to the Shoreline <br />Development by approving and entering into a DDA with Cal-Coast Companies LLC, Inc., which <br />includes authorization to enter into leases and a Purchase and Sale Agreement, and outlines key <br />business terms, including the scope of development, schedule of performance, and the <br />respective responsibilities of the City and the developer. Through the DDA, the City and <br />Developer agreed to work diligently and in good faith toward a Development Agreement and <br />appropriate planning entitlements for the private development components of the project (hotel, <br />restaurants, market, multi-family, and single-family) and required that such be completed prior to <br />sale or leasing of City properties. <br />To accommodate the proposed park and address deferred maintenance, the City will perform <br />demolition within the Harbor Basin area to remove nonfunctional and dilapidated infrastructure <br />and materials and ensure that the area is functional, safe, clean and environmentally sound. Such <br />demolition will be performed in a manner and scope as approved by the City Council and <br />applicable public agencies. Additionally, no changes to the existing Horatio’s restaurant and <br />Marina Inn are included in the proposal. <br /> <br />An addendum to the 2015 Certified Final Environmental Impact Report for the updated San <br />Leandro Shoreline Development Project was approved by the City Council on February 24, 2020 <br />(SCH # 2013072011). <br />Project Details <br />Hotel, Restaurants, and Market <br />As shown in Attachment 2, the Monarch Bay Hotel, Restaurants, and Market will consist of three <br />separate buildings: a hotel with an attached restaurant, a detached restaurant/ banquet facility, <br />and a market/café with associated parking, landscaping, and outdoor seating and viewing areas. <br />Hotel <br />The hotel is a proposed five-story 158,334 sf hotel building with 210 guest rooms. The hotel is <br />proposed to have amenity spaces including a landscaped outdoor pool & spa and attached <br />restaurant. Hotel amenities also include a bar, dining buffet, meeting rooms, fitness center, <br />business center, outdoor seating, and a roof deck. The hotel was designed with transparency <br />along the front and back elevations to allow for views through the lobby towards the Bay. A large, <br />covered porte-cochere at the front entrance would span the drop-off zone and highlight the entry. <br />The proposed Planned Development (PD) Project would allow for the 61-foot-tall hotel to exceed <br />the Community Commercial (CC) Zoning District height limit of 50 feet. <br />Restaurant/Banquet <br />A detached approximately 15,000 sf two-story restaurant/banquet building is proposed to be <br />located west of the hotel. The restaurant/banquet facility would consist of approximately 7,500 sf <br />of restaurant space with outdoor seating on the first level and 7,500 sf of event/banquet space on <br />the second level with a third-floor roof deck.
