But these agencies are stretched to <br />close to capacity, are often under resourced and do not fully represent the communities that <br />experience homelessness. Resources must be targeted to strengthen providers partners ability to <br />recruit and retain staff and to expand access to resources and contracts for organizations that serve, <br />employ and are led by historically marginalized communicates and people of color. <br />1. Use data to improve outcomes and track racial equity impacts <br />a. Improve HMIS coverage and confidence in HMIS to be the primary method for future data <br />tracking <br />b. Consider potential to increase frequency of Point in Time Count to annual (currently <br />biennial) so that impacts are seen more quickly <br />c. Improve tracking on resources and inventory to support ongoing evaluation and reporting <br />d. Regularly review system and program outcomes disaggregated by race <br />e. Work to integrate RBA processes <br />2. Improve messaging and information availability <br />a. Centralize homeless related resource information and provide regular system updates to a <br />wide variety of partners <br />b. Provide an annual plan update on progress and challenges with proposed modifications to <br />the following year’s action plan <br />c. Complete a full inventory of current and anticipated resources for all key partners and <br />identify the funding gap and strategies to fill it <br />3. Build infrastructure to support new and expanded programs <br />a. Develop and strengthen career pathways in housing and service provider organizations <br />b. Support service providers and other nonprofit organizations serving homeless populations <br />to improve their ability to hire and retain staff <br />c. Expand provider networks to incorporate historically marginalized communities and more <br />organizations serving communities of color, and support increased capacity within these <br />networks <br />d. Ensure public and community agencies have staffing to meet expanded contracting and <br />capacity needs <br />e. Ensure behavioral health access and resources are available to smaller provider <br />organizations <br />Corresponding Performance Measures <br />There are no State required system performance measures that correspond to this goal area. The <br />community will use the improved data collection process to track progress on all of the other outcomes <br />for this plan. The partners will also track resources and investments to meet the Plan goals and to <br />identify outstanding gap areas. <br />In addition, community partners will collect data to track the capacity of the system partners and <br />especially to expansion of resources to provider organizations serving historically marginalized <br />communities and communities of color.
