City of San Leandro <br />Meeting Date: April 4, 2022 <br />Staff Report <br />Agenda Section:File Number:22-205 ACTION ITEMS <br />Agenda Number:12.a. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY: <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Resolution Approving the City Manager Salary Schedules effective for January 1, <br />2022, January 1, 2023, and January 1, 2024 and a Budget Appropriation in the <br />amount of $3,150 for FY 2022 and $7,830 for FY 2023. <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to approve the salary schedules for <br />City Manager Frances Robustelli with effective dates of January 1, 2022, January 1, 2023, and <br />January 1, 2024 in accordance with her employment agreement January 1, 2022 through May 3, <br />2024, and additional budget appropriation for the salary increases. <br />BACKGROUND <br />In accordance with current City Manager Frances Robustelli ’s employment agreement, <br />“Beginning January 1, 2022 and each January 1 thereafter for the duration of the employment <br />agreement term, the City Manager shall be entitled to a salary increase equal to the lesser of 3% <br />or the salary increase provided to members of the San Leandro City Employees’ Association <br />(SLCEA) under its applicable Memorandum of Understanding (MOU) with the City Council.” As <br />presented to the City Council for approval, the SLCEA Memorandum of Understanding will <br />provide employees a 6% salary increase effective January 1, 2022, and a 3.25% salary increase <br />effective January 1, 2023 and January 1, 2024. <br />Therefore, the City Manager’s base salary shall increase as follows: <br />3% effective January 1, 2022 <br />3% effective January 1, 2023 <br />3% effective January 1, 2024 <br />The salary schedules presented are in accordance with California Code of Regulations Section <br />570.5, which requires that salary schedules be in a format that identifies the position title, the <br />payrate, the effective date, the range, and be duly approved and adopted by the governing body. <br />Page 1 City of San Leandro Printed on 3/30/2022
