TO:City Council FROM:Fran Robustelli City Manager BY: FINANCE REVIEW:Susan Hsieh Finance Director TITLE:Resolution Approving the City Manager Salary Schedules effective for January 1, 2022, January 1, 2023, and January 1, 2024 and a Budget Appropriation in the amount of $3,150 for FY 2022 and $7,830 for FY 2023. SUMMARY AND RECOMMENDATIONS Staff recommends that the City Council adopt a resolution to approve the salary schedules for City Manager Frances Robustelli with effective dates of January 1, 2022, January 1, 2023, and January 1, 2024 in accordance with her employment agreement January 1, 2022 through May 3, 2024, and additional budget appropriation for the salary increases. BACKGROUND In accordance with current City Manager Frances Robustelli ’s employment agreement, “Beginning January 1, 2022 and each January 1 thereafter for the duration of the employment agreement term, the City Manager shall be entitled to a salary increase equal to the lesser of 3% or the salary increase provided to members of the San Leandro City Employees’ Association (SLCEA) under its applicable Memorandum of Understanding (MOU) with the City Council.” As presented to the City Council for approval, the SLCEA Memorandum of Understanding will provide employees a 6% salary increase effective January 1, 2022, and a 3.25% salary increase effective January 1, 2023 and January 1, 2024. Therefore, the City Manager’s base salary shall increase as follows: 3% effective January 1, 2022 3% effective January 1, 2023 3% effective January 1, 2024 The salary schedules presented are in accordance with California Code of Regulations Section 570.5, which requires that salary schedules be in a format that identifies the position title, the payrate, the effective date, the range, and be duly approved and adopted by the governing body.
