<br /> <br />5 <br />Local 21/SLCEA Memorandum of Understanding January 1, 2022 – December 31, 2024 <br />E. In the event the Union does not abide by these rules, it shall be subject to <br />forfeiture of its right for a period of thirty (30) days to have materials posted on <br />City bulletin boards. <br /> <br />4.5 Within ten (10) days of the signing of this Agreement, the Union shall provide a <br />current list of representatives to Human Resources, including worker name, <br />classification, department and work location. Human Resources shall be provided <br />with updated changes when representatives are replaced. <br /> <br />4.6 The parties agree that there shall be no restraint, coercion, or interference with any <br />employee with respect to or because of the employee’s Union membership, <br />activities, or support, or lack thereof. No employee shall be discriminated against <br />because of said membership, activity, or support, or lack thereof, or because of the <br />exercising of their rights under this Memorandum of Understanding. <br /> <br />4.7 Personnel Files <br /> <br /> No adverse material will be placed in an employee file without prior notice and a <br />copy given to the employee. With 24 hours’ notice to a Human Resources <br />representative or designee, employees are entitled to review their official personnel <br />files or review with Union representation during business hours. <br /> <br />4.8 New Employees <br /> <br /> The City agrees to schedule with the Union a twenty (20) minute Union orientation <br />for all employees newly hired, transferred, or promoted into a represented <br />classification. The orientation will normally be on the employee’s first day of work. A <br />Union-designated member and/or the Union’s staff representative will present the <br />orientation. <br /> <br />Section 5. City Rights <br /> <br />The rights of the City include, but are not limited to, the exclusive right to determine the <br />mission of its constituent departments, commissions and boards; set standards of service; <br />determine the procedures and standards of selection for employment and promotion; <br />direct its employees; take disciplinary action; relieve its employees from duty because of <br />lack of work or for other legitimate reasons; maintain the efficiency of governmental <br />operations; determine the methods, means and personnel by which government <br />operations are to be conducted; determine the content of job classifications; take all <br />necessary actions to carry out its mission in emergencies; and exercise complete control <br />and discretion over its organization and the technology of performing its work, except as <br />modified by other provisions in this Memorandum of Understanding. <br />
