City of San Leandro <br />Meeting Date: May 16, 2022 <br />Staff Report <br />Agenda Section:File Number:22-244 PUBLIC HEARINGS <br />Agenda Number:11.a. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Tom Liao <br />Community Development Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Resolution Adopting an Addendum to the San Leandro Shoreline Development <br />Project EIR (SCH # 2013072011) and Approving Vesting Tentative Tract Map <br />8633 (PLN22-0009) to Subdivide Approximately 59 Acres Located West of <br />Monarch Bay Drive Between Marina Boulevard and Fairway Drive into Seven <br />Parcels for the Shoreline Development; Current Assessor’s Parcel Numbers: <br />079A 0590 001 07, 079A 0475 009 04, 079A 0590 006 00, 079A 0590 005 00, <br />079A 0590 002 00, 080G 0900 004 01, 080G 0900 001 08, 079A 0590 004 00, <br />079A 0590 002 00; Monarch Bay LLC (applicant) and City of San Leandro <br />(property owner) <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council 1) hold a public hearing and approve PLN22-009 for <br />Vesting Tentative Tract Map (VTTM) 8633 to establish 7 parcels west of Monarch Bay Drive <br />between Marina Boulevard and Fairway Drive that align with the planned Monarch Bay Shoreline <br />public-private partnership project on approximately 59 acres of the City-owned Shoreline Area; <br />and 2) determine that the proposed project was adequately analyzed pursuant to the California <br />Environmental Quality Act (CEQA) by the Addendum to the Certified Final Environmental Impact <br />Report. <br />The Planning Commission held a public hearing on this item on April 21, 2022 and <br />recommended approval to the City Council on a 5-0-1 vote (one absence and one vacancy). <br />Project Site <br />The Monarch Bay Shoreline area is bounded by Marina Blvd to the north, the San Francisco Bay <br />to the west and Fairway Drive to the south. The proposed VTTM would affect approximately 59 <br />acres of property owned by the City of San Leandro (City) -owned property identified as Alameda <br />County Assessor’s Parcel Numbers: 079A 0590 001 07, 079A 0475 009 04, 079A 0590 006 00, <br />079A 0590 005 00, 079A 0590 002 00, 080G 0900 004 01, 080G 0900 001 08, 079A 0590 004 <br />Page 1 City of San Leandro Printed on 5/11/2022
