SAN LEANDRO SHORELINE ADDENDUM #2 <br />CITY OF SAN LEANDRO <br /> <br />2 APRIL 11 , 2022 <br /> The project will have one or more significant effects not discussed in the previous EIR or negative <br />declaration. <br /> Significant effects previously examined will be substantially more severe than identified in the <br />previous EIR. <br /> Mitigation measures or alternatives previously found not to be feasible would in fact be feasible, and <br />would substantially reduce one or more significant effects of the project, but the project proponent <br />declines to adopt the mitigation measures or alternatives. <br /> Mitigation measures or alternatives that are considerably different from those analyzed in the <br />previous EIR would substantially reduce one or more significant effects on the environment, but the <br />project proponent declines to adopt the mitigation measures or alternatives. <br />Where none of the conditions specified in Section 15162 are present, the lead agency must determine <br />whether to prepare an Addendum or whether no further CEQA documentation is required (CEQA <br />Guidelines Section 15162[b]). An Addendum is appropriate where some minor changes or additions to <br />the previously certified EIR are necessary, but there are no new or substantially more severe significant <br />impacts (CEQA Guidelines Section 15164). Pursuant to CEQA Guidelines Section 15164(e), the purpose of <br />this Addendum is to describe and evaluate the modified project (VTTM 8633), assess the proposed <br />modifications to the project evaluated in the Certified EIR and First Addendum, and identify the reasons <br />for the City's conclusion that changes to the Certified Project and associated environmental effects do not <br />meet the conditions described in CEQA Guidelines Section 15162. <br /> <br />3 ANALYSIS <br />In accordance with the CEQA Guidelines, the City has determined that an Addendum to the Certified EIR <br />is the appropriate form of environmental review for the Modified Project. This examination includes an <br />analysis of the provisions of Section 21166 of CEQA and Sections 15162 to 15164 of the State CEQA <br />Guidelines and their applicability to the Modified Project. <br />3.1 Overview of Approved Project <br />The Certified EIR evaluated extensive redevelopment of the San Leandro Marina and environs, consisting <br />of 75 acres, including 52 acres of City-owned shoreline and 23 acres of water area. The project <br />components evaluated in the Certified EIR included the following: <br /> 150,000-square-foot office campus <br /> 200-room limited-service hotel <br /> 15,000-square-foot conference center <br /> 354 housing units, including 220 flats, 92 townhomes, and 42 single-family detached homes <br /> Reconfiguration of about five golf course tees at the Marina Golf Course to accommodate <br />construction of the residential units
