City and WASHINGTON AVENUE, L.P., a California limited partnership <br />("Owner") entered into that certain Loan Agreement dated as of , 2022 (the "Loan <br />Agreement") regarding the development of a residential housing project on property located at <br />15101 Washington Avenue, San Leandro, California, also known as Assessor's Parcel Numbers <br />, as more particularly described on Exhibit A attached hereto and <br />incorporated herein (the "Property"). Capitalized terms used herein without definition shall <br />have the meaning ascribed to such terms in the Loan Agreement. <br />B. Pursuant to Section 3.15 of the Loan Agreement, the City is required to furnish <br />the Owner or its successors with a Certificate of Completion upon completion of construction of <br />the Project, issuance of a final Certificate of Occupancy by the City, and written request in <br />accordance with the Loan Agreement. <br />C. The City has determined that construction of the Project has been satisfactorily <br />completed in accordance with the Loan Agreement. <br />NOW, THEREFORE, Agency hereby certifies as follows: <br />1.
