IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />ORDINANCE NO.2022-003 <br />ORDINANCE OF THE CITY OF SAN LEANDRO CITY COUNCIL AMENDING <br />TITLE I, CHAPTER 1 OF THE SAN LEANDRO MUNICIPAL CODE RELATING TO <br />COUNCIL MEMBER DISTRICTS <br />WHEREAS, Section 230 of the San Leandro City Charter requires new district <br />boundaries to be adopted by ordinance whenever the results of the federal census show an <br />increase of five percent (5%) or more since the last redistricting; and <br />WHEREAS, the City Council last approved new Council district boundaries in 2011, <br />following the 2010 federal census; and <br />WHEREAS, the 2021 federal census data revealed population growth of 7.13% <br />Citywide, triggering the Charter requirement for the Council's adoption of new district <br />boundaries. <br />NOW, THEREFORE, the City of San Leandro City Council hereby ORDAINS as <br />follows: <br />Section 1. Title I, Chapter 1, of the San Leandro Municipal Code is hereby <br />amended to read as follows: <br />Section 1-1-100: DIVISION OF CITY. The City of San Leandro is hereby <br />divided into six (6) Council Member Districts. Said districts shall be numbered, and the <br />boundaries thereof shall be as indicated on that certain map entitled "City of San <br />Leandro, Alameda County, California, Council Member District Map, 2022", a copy of <br />which is attached hereto and incorporated herein by reference. <br />Section 2. Severability. If any provision of this ordinance or the application thereof to <br />any person or circumstance is held invalid, the remainder of the ordinance, including the <br />application of such part or provision to other persons or circumstances shall not be affected <br />thereby and shall continue in full force and effect. To this end, provisions of this ordinance are <br />severable. The City Council hereby declares that it would have passed each section, subsection, <br />subdivision, paragraph, sentence, clause, or phrase hereof irrespective of the fact that any one or <br />more sections, subsections, subdivisions, paragraphs, sentences, clauses, or phrases be held <br />unconstitutional, invalid, or unenforceable. <br />SECTION 3. Publication and effective date. This ordinance shall take effect thirty <br />(30) days after adoption. The City Clerk is directed to publish the title once and post a complete <br />copy thereof on the City Council Chamber bulletin board for five (5) days prior to adoption. <br />
