RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO.2022-048 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE MATRIX CONSULTING GROUP TO DEVELOP A SAN LEANDRO POLICE DEPARTMENT NEEDS ASSESSMENT, IN AN AMOUNT NOT TO EXCEED $86,500; AND TO NEGOTIATE AND APPROVE CONTRACT AMENDMENTS UP TO A CUMULATIVE VALUE NOT TO EXCEED 10% ($8,650.00) OF THE ORIGINAL CONTRACT AMOUNT WHEREAS, the City of San Leandro solicited qualified proposals for professional firms to conduct a staffing needs assessment for the San Leandro Police Department; and WHEREAS, the purpose of this study is to assess the department's current and future needs and make recommendations that will help resolve any staffing challenges; and WHEREAS, staff recommends The Matrix Consulting Group, which will work alongside members of the San Leandro Police Department, to identify the City's staff challenges; to explore alternative approaches in responding to calls for service, especially crisis calls, while involving community input in creating a staffing model that meets the needs of the San Leandro community and the San Leandro Police Department; and WHEREAS, in the Fiscal Year 2021-2022 Adopted Budget, up to $150,000 is budgeted for a police staffing study out of the Asset Forfeiture Fund (Account number 146-21-017-5890). NOW, THEREFORE, the City of San Leandro City Council RESOLVES as follows: That the contract for a not to exceed amount of $86,500.00 is approved, staff is authorized to negotiate contract amendments up to 10% of the original contract amount, and the City Manager is authorized to execute said contract and all other documents related to entering a contract with The Matrix Consulting Group.
