RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2022-048 <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL <br />APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A <br />CONTRACT WITH THE MATRIX CONSULTING GROUP TO DEVELOP A SAN <br />LEANDRO POLICE DEPARTMENT NEEDS ASSESSMENT, IN AN AMOUNT NOT <br />TO EXCEED $86,500; AND TO NEGOTIATE AND APPROVE CONTRACT <br />AMENDMENTS UP TO A CUMULATIVE VALUE NOT TO EXCEED 10% ($8,650.00) <br />OF THE ORIGINAL CONTRACT AMOUNT <br />WHEREAS, the City of San Leandro solicited qualified proposals for professional firms <br />to conduct a staffing needs assessment for the San Leandro Police Department; and <br />WHEREAS, the purpose of this study is to assess the department's current and future <br />needs and make recommendations that will help resolve any staffing challenges; and <br />WHEREAS, staff recommends The Matrix Consulting Group, which will work <br />alongside members of the San Leandro Police Department, to identify the City's staff challenges; <br />to explore alternative approaches in responding to calls for service, especially crisis calls, while <br />involving community input in creating a staffing model that meets the needs of the San Leandro <br />community and the San Leandro Police Department; and <br />WHEREAS, in the Fiscal Year 2021-2022 Adopted Budget, up to $150,000 is budgeted <br />for a police staffing study out of the Asset Forfeiture Fund (Account number 146-21-017-5890). <br />NOW, THEREFORE, the City of San Leandro City Council RESOLVES as follows: <br />That the contract for a not to exceed amount of $86,500.00 is approved, staff is <br />authorized to negotiate contract amendments up to 10% of the original contract amount, and the <br />City Manager is authorized to execute said contract and all other documents related to entering a <br />contract with The Matrix Consulting Group. <br />Introduced by Councilmember Lopez and passed and adopted this 21 st day of March <br />2022, by the following vote: <br />Members of the Council: <br />AYES: Councilmembers Aguilar, Azevedo, Ballew, Cox, Lopez, Simon, Mayor Cutter (7) <br />NOES: None (0) <br />ABSENT: None <br />ATTEST: <br />Kelly Clanc Acting C' y Clerk <br />(0) <br />
