File Number: 21-758 <br />·Prevent excessive population densities and overcrowding of land or buildings. <br />·Ensure the provision of adequate open space for light, air, and fire safety. <br />·Improve the design and aesthetic quality of new and existing development. <br />Conclusion <br />As discussed above, the proposed amendments are the culmination of a multi-year, grant-funded <br />public planning effort to develop objective design and development standards to achieve high <br />quality multi-family residential and mixed-use development. The Zoning Code amendments <br />implement the community’s vision as articulated in the General Plan and establish appropriate <br />development and design standards for new multi-family residential and mixed-use development <br />within San Leandro. Community input was critical to the drafting of the proposed standards. The <br />amendments respond to recent trends in state law by establishing objective criteria; however, <br />they also include opportunities for flexibility to consider alternative design solutions. <br />ENVIRONMENTAL REVIEW <br />This item is exempt pursuant to the California Environmental Quality Act (CEQA) Guidelines <br />Section 15061(b)(3) as it can be seen with certainty that there is no possibility that the activity in <br />question may have a significant effect on the environment as the Ordinance has no potential to <br />result in a direct, or reasonably foreseeable indirect impact on the environment. The Zoning Code <br />amendments are necessary to implement and ensure conformance with established State laws. <br />FISCAL IMPACT <br />There is no direct fiscal impact associated with adoption of the proposed Zoning Code <br />Amendments. <br />APPLICABLE GENERAL PLAN POLICIES <br />•Policy CD-5.4 Architectural Consistency. In established neighborhoods, protect <br />architectural integrity by requiring infill housing, replacement housing, and major additions <br />or remodels to be sensitive to and compatible with the prevailing scale and appearance of <br />adjacent development. <br />•Policy LU-6.1 Downtown Plans. In accordance with the adopted Downtown Plan and <br />Urban Design Guidelines and the Downtown San Leandro Transit Oriented Development <br />Strategy, ensure that new downtown development is attractive and creates an image <br />conducive to revitalization. <br />•Housing Element Policy 59.01 Zoning Regulations. Ensure that the development <br />standards, use restrictions, parking requirements, and other regulations contained in the <br />San Leandro Zoning Code enable the production of housing for all income groups.
