Objective Development Standards <br />City Council Draft Code Amendments <br />A-71 <br />Section 4.04.332 Refuse Storage Areas <br />Except as exempted by the Zoning Enforcement Officialthrough an Administrative Exception per Chapter <br />5.06, a refuse storage area screened on all sides by a six foot solid wood or masonry wall using exterior <br />materials, colors, and finishes that are also used on the primary building or located within a building, shall <br />be provided prior to occupancy for all multi-family, commercial, industrial, and public/semipublic uses. <br />Locations, horizontal dimensions, and general design parameters of refuse storage areas shall be in accord <br />with standards established by the Zoning Enforcement Official, subject to appeal to the Planning <br />Commission. The Zoning Enforcement Official may waive the screening requirement for dumpsters and <br />equipment for refuse collection and storage in a CS, DA-1, DA-2, DA-3, DA-4, DA-6, or I District, which are <br />not visible from a public street or from an R district. <br /> <br />4.04.372 Hazardous Waste Facilities <br />C. Procedure. Applications for hazardous waste facilities as defined by this section shall follow the <br />procedure specified by Article 8.7 of the State Health and Safety Code and Chapter 5.08 Use <br />Permits, and Variances, and Parking Exceptions of the Zoning Ordinance pertaining to use permits. <br /> <br />J. Hearings and Notice. Hearings and public notices shall be consistent with the applicable <br />requirements of Article 8.7 of the State Health and Safety Code and Chapter 5.08 Use Permits, and <br />Variances, and Parking Exceptions, of the City of San Leandro Zoning Ordinance. <br /> <br />Section 4.04.336 Multi-Family and Mixed-Use Residential Development <br />All Multi-Family and Mixed-Use Residential development shall meet the following standards. <br />A. Building Design Requirements. <br />1. Building Orientation. Buildings located within 20 feet of a front or street side lot line shall <br />be oriented toward the adjacent front or street side lot line with the building frontage (s) <br />parallel to the fronting pedestrian walkway(s). <br />2. Entrances. <br />a. Ground Floor Nonresidential Uses. <br />i. There shall be a minimum of one entrance for every 50 feet of building <br />frontage with a maximum separation of 100 feet between entrances. <br />ii. The primary building entrance shall face a public sidewalk. <br />iii. Entrances located at corners shall provide an entrance toward both <br />streets or have a corner entrance at a 45-degree angle to the corner. <br />120
