Service Development
1600 Franklin Street, Oakland, CA 94612
November 10, 2021

City of San Leandro (sent via E-mail)
Ms. Avalon Schultz, Project Manager/Principal Planner
San Leandro City Hall
835 E 14th Street
San Leandro, CA 94577

RE: In Support of Eliminating Parking Minimums in San Leandro – Amending the San Leandro Zoning Code

Dear Ms. Schultz,

AC Transit recognizes the importance of adopting citywide codes and policies that support the continued development of vibrant
multimodal cities. We applaud the City of San Leandro (City) for their comprehensive community outreach to develop the San
Leandro Zoning Code amendments presented at the November 4, 2021, City Planning Commission meeting and then expected
to go to the City Council in January 2022. The proposed amendments expand language to include bus transit, transit corridors,
and transit-oriented developments; and eliminates parking minimum requirements for residential and commercial
developments near transit, while also addressing policies that will benefit long-term public mobility planning solutions. AC
Transit supports these amendments and requests that this letter be submitted into the public record.

We believe that the elimination of parking minimums will free up space for improved active transportation options in the future
and help the City reach its climate goals. As the city plans for changes to standardize the Zoning Code for new residential and
commercial development, AC Transit strongly encourages the City to continue to incorporate active transportation demand
management measures (TDM); and to provide opportunities for greater coordination between our staff to pursue joint efforts
that benefit the community, including those who rely on public transit. AC Transit is committed to pursuing future transit
opportunities in San Leandro and encouraging developers to use our Multimodal Corridor Guidelines when designing public
spaces along transit corridors.

We would like to schedule a virtual meeting to discuss this letter with you since this action has long term implications. Please
feel free to work with Kathryn Vo, Transportation Planner at kvo@actransit.org or Diann Castleberry, External Affairs
Representative at dcastleberry@actransit.org who both serve as the staff liaisons to the City of San Leandro. Thank you for
your consideration.

Sincerely,
Robert del Rosario
Director of Service Development

Cc: Elsa Ortiz, Board President and Board of Directors, AC Transit
Michael Hursh, General Manager, AC Transit
Paul Sanftner, Communications and Community Relations Manager, City of San Leandro Manager’s Office

Attachments: AC Transit Multimodal Corridor Guidelines
173
