Objective Development Standards <br />City Council Draft Code Amendments <br />A-3 <br />reviews, administrative exceptions, certificates of compatibility, game center <br />permits, home occupation permits, outdoor facility permits, satellite and <br />microwave antenna permits, sign permits (including sign exceptions), site plan <br />approvals, temporary use permits, and zoning permits, landscap e plans, and, in <br />consultation with the Traffic Engineer, parking requirements for certain uses, <br />collective provision of parking, off-site parking, and specific parking area design. <br />b. Approval of Minor Modifications. The Zoning Enforcement Official shall approve <br />minor modifications to previously approved use permit, variance, parking <br />exception and Planned Development approvals. <br />c. Inventory and Enforcement. The Zoning Enforcement Official also shall be <br />responsible for inventorying illegal or abandoned signs and nonconforming uses <br />and structures and enforcement of the regulations and standards of this Code. <br />The Zoning Enforcement Official may refer matters involving major development issues to the Site <br />Development Sub-Commission, Planning Commission, or the Board of Zoning Adjustments for action and <br />may consult with the City Attorney on questions of interpretation. <br />B. Site Development Sub-Commission. The Site Development Sub-Commission, created pursuant to <br />Chapter 1-3, Article 12, of the Municipal Code, has the following organization and duties, as <br />specified: <br />1. Membership. The Site Development Sub-Commission shall consist of three members. <br />Notwithstanding the appointment procedure outlined in Section 1-3-105 of the Municipal <br />Code, each of the three members shall be appointed so that: (a) one is either a member of <br />the Planning Commission or the Board of Zoning Adjustment, and is to be appointed to the <br />Sub-Commission by the mayor; (b) one is a member of the Planning Commission and is to <br />be appointed to the Sub-Commission by the Chair of the Planning Commission; and (c) one <br />is a member of the Board of Zoning Adjustments and is to be appointed to the Sub- <br />Commission by the Chair of the Board of Zoning Adjustments. <br />2. Duties of the Site Development Sub-Commission. <br />a. Site Plan Approval. The Sub-Commission shall review requests for Site Plan, <br />Residential Site Plan, and View Preservation/Site Plan approval that have been <br />referred by the Zoning Enforcement Official. <br />b. Signs. The Sub-Commission shall review requests for approval of signs as required <br />by Chapter 4.12 Signs and others that have been referred by the Zoning <br />Enforcement Official. <br />c. Industrial Shipping and Loading Performance Standards. As referred by the Zoning <br />Enforcement Official, the Sub-Commission shall review claims made of a <br />business’ noncompliance with the performance standards of Section 2.12.328 <br />Parcels Adjoining Residential Districts—Additional Performance Standards, and <br />may propose a resolution between the business and the complaining party. <br />52
