File Number: 21-571 <br />the City Council Facilities and Transportation Committee; it received the support of the <br />committee members. <br />·On November 3, 2021, the road diet for Fairmont Drive was presented to the City Council <br />Facilities and Transportation Committee and was supported by the committee members. <br />Applicable General Plan Policies <br />·Goal T-2: Design and operate streets to be safe, attractive, and accessible for all <br />transportation users whether they are pedestrians, bicyclists, transit riders or motorists, <br />regardless of age or ability. <br />·Policy T-7.7 Funding. Pursue grants for the improvement of pedestrian, bicycle, and motor <br />vehicle safety, including a greater focus on traffic law and speed enforcement. <br />Environmental Review <br />·Roadway alterations that add bicycle facilities and do not create additional automobile <br />lanes are categorically exempt from CEQA per section 15301(c). <br />Board/Commission Review and Actions <br />·On September 3, 2020, the Planning Commission recommended approval of the lane <br />reduction and the installation of Class IV Bike Lane concepts for both Fairmont Dr. and <br />Hesperian Blvd. <br />Summary of Public Outreach Efforts <br />A public meeting was held at Bayfair Mall on July 10, 2018. In addition, input was collected at the <br />2018 Cherry Festival and through an online survey to determine the public’s preferred <br />alternatives. <br />Legal Analysis <br />The City Attorney’s Office reviewed the agreement and approved it as to form. <br />Fiscal Impacts <br />The estimated total cost of the improvements described in the grant is $1,983,000. Execution of <br />the agreement will provide $1,479,000 in funds for the design and construction of the Project. <br />Matching funds are required for this grant of $504,000. <br />Budget Authority <br />Matching funds will be provided from existing project appropriations as follows: <br />Page 3 City of San Leandro Printed on 12/30/2021 <br />299
