f. Phasing of construction, construction traffic, construction fencing, and delivery of soil and <br />building materials, noise issues, and other related issues and demonstrates compliance <br />with applicable Conditions of Approval related to construction management; <br />g. Temporary fence/wall plan showing the location, design, height, and construction details, <br />for all fencing and walls and a timetable for installation. All sites shall be secured during <br />construction with a six (6) foot high chain link fence and any other necessary security <br />measures in accordance with recommendation of the San Leandro Police Department. <br />Modifications to temporary construction fencing from City standards may be considered <br />and approved by the Community Development Director; <br />h. Construction scheduling - procedures with the highest noise potential shall be scheduled <br />for daylight hours when ambient noise levels are highest. The contractor(s) shall be <br />required to employ the quietest among alternative equipment or to muffle/control noise <br />from available equipment. <br />i. Provisions for public noticing — a minimum of two weeks prior to initiating any construction <br />activities at the site, the Applicant/Developer shall provide notice to businesses and <br />residents within 500 feet of the project site including (1) project description, (2) description <br />of construction activities, (3) daily construction schedule (i.e., time of day) and expected <br />duration (number of months), (4) the name and phone number of the Construction <br />Management Individual for the project, and (5) that construction work is about to <br />commence. A copy of such notice and methodology for distributing the notice shall be <br />provided to the Community Development Director for review and approval at least five (5) <br />business days in advance; <br />j. A provision for personnel responsible for receiving and addressing construction -related <br />inquiries and complaints from the community; and <br />k. Details of signage that shall be installed on site prominently posting the contact <br />information for responsible personnel to receive community complaints during the <br />construction phase(s). <br />18. Prior to issuance of any permits for on -site work, the Applicant/Developer and City shall enter into <br />one or more Public Improvement Agreements agreeing to construct and complete all public <br />improvements necessary to service the Project and any improvements required pursuant to the <br />Development Agreement and Disposition and Development Agreement. As part of the <br />Agreement(s), the Applicant/Developer shall pay all fees and provide securities, guaranteeing <br />construction of the required improvements. Bonding shall be provided to the City in the form of a <br />"Performance Surety" and a separate "Labor and Materials Surety' in amounts stipulated by City <br />ordinances and in a format acceptable to the City Engineer. <br />19. The public improvement agreements noted above shall demonstrate satisfaction of the following <br />Mitigation Measures, subject to review and approval by the Engineering and Transportation <br />Director: <br />a. TRAFIA.2: Optimize the cycle length of the traffic signal at the intersection of Doolittle <br />Drive and Marina Boulevard. Developer to contribute its fair share. <br />b. TRAF-IC: Install a traffic signal at Marina Boulevard and Aurora Drive. <br />c. TRAF-ID: Install a roundabout at the intersection of Monarch Bay Drive and Mulford Point <br />Drive. <br />d. TRAF-213.3: Implement a bicycle lane on Doolittle Drive between Fairway Drive and <br />Williams Street, as identified in the City of San Leandro's 2010 Bicycle and Pedestrian <br />Master Plan. <br />Recommended Conditions of Approval June 21, 2022 <br />PLN22-0008, PLN21-0020 & PLN21-0021 Page 4 of 39 <br />
