Quality Management District's Commuter Benefits Program (California Government Code Section <br />65081). The program shall offer one of the following commuter benefit options: <br />a. Pre-tax benefit: Allow employees to exclude their transit or vanpooling expenses from <br />taxable income, up to the maximum allowable pre-tax benefit. <br />b. Employer provided subsidy: Provide a subsidyto reduce or cover employees' monthlytransit <br />or vanpool costs, up to $75 per month. <br />c. Employer -provided transit: Provide a free or low-cost transit service for employees, such as <br />a bus, shuttle or vanpool service. <br />d. Alternative commuter benefit: Provide an alternative commuter benefit that is as effective <br />in reducing single -occupancy commute trips, as the options above. <br />The employer shall also provide information about other commute options and connect commuters <br />for carpooling, ridesharing, and other activities. The CTR program shall identify alternative modes <br />of transportation to the Project Site, including transit schedules, bike and pedestrian routes, and <br />carpool/vanpool availability. Information regarding these programs shall be readily available to <br />employees and clients and shall be posted in a highly visible location and/or made available online. <br />The project Applicant/Developer shall consider the following additional incentives for commuters <br />as part of the CTR program: <br />a. Preferential carpool parking. <br />b. Flexible work schedules for carpools. <br />c. Telecommute and/or flexible work hour programs. <br />d. Car -sharing program (e.g., Zipcar). <br />e. Bicycle end -trip facilities, including bike parking, showers, and lockers. <br />The CTR program shall be prepared for the review and approval by the Community Development <br />Director prior to occupancy permits, which approval shall not be unreasonably withheld or delayed. <br />61. Final building plans submitted for building permit shall incorporate a range of water conservation <br />measures to substantially reduce average per capita daily use. These measures shall include the <br />use of equipment, devices and methods for plumbing fixtures and irrigation that provide for long- <br />term efficient water use and are commercially available, subject to the review and approval of the <br />Community Development Director, which approval shall not be unreasonably withheld or delayed. <br />62. Outdoor landscaping on the Single -Family Element shall utilize tertiary treated recycled water <br />from the San Leandro Water Pollution Control Plant, subject to availability and final City approval. <br />Developer shall either install the facilities and improvements necessary to utilize such recycled <br />water pursuant to the project Development Agreement or enter into an agreement with the City <br />to construct them. The scope and responsibility of such facilities and improvements shall be as <br />approved through a Public Improvement Agreement. <br />VI. FEES <br />63. Except as provided in the Development Agreement for the project, the Applicant/Developer shall <br />pay all required City fees in effect at the time of required fee payment, including all applicable City <br />development, impact, permitting, and plan checking fees in accordance with the fee schedules in <br />effect at the time of the permit approval(s). <br />Recommended Conditions of Approval June 21, 2022 <br />PLN22-0008, PLN21-0020 & PLN21-0021 Page 15 of 39 <br />
