City of San Leandro <br />Meeting Date: June 21, 2022 <br />Staff Report <br />Agenda Section:File Number:22-432 CONSENT CALENDAR <br />Agenda Number:9.s. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Adopt a Resolution Approving and Authorizing the City Manager to Execute <br />Amendment No. 1 for $15,240 to the Nonprofessional Services Agreement <br />between the City of San Leandro and BrightView Landscape Services, Inc. dba <br />Emerald Landscape for Landscaping Services at the City of San Leandro Water <br />Pollution Control Plant <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to approve and authorize the City <br />Manager to execute Amendment No. 1 to the Nonprofessional Services Agreement with <br />BrightView Landscape Services Inc. dba Emerald Landscape (“Emerald Landscape”) to <br />continue providing landscaping maintenance at the City of San Leandro Water Pollution Control <br />Plant (WPCP). <br />BACKGROUND <br />On October 7, 2020, the City released an Invitation for Bids for an 18-month contract to provide <br />landscaping services at the Water Pollution Control Plant. Emerald Landscape was the low <br />bidder and started service on January 1, 2021 for a term ending June 30, 2022. Staff intends to <br />publish a Request for Proposals for landscaping services first half of Fiscal Year 2023 for <br />services starting in January 2023. This amendment would provide landscaping services for the <br />WPCP while this process completes. <br />Analysis <br />From October 7, 2020 to October 29, 2020, the City conducted an open bid process for <br />landscaping services at the City’s Water Pollution Control Plant for the period between January 1, <br />2020 to June 30, 2022. There were five responsive bidders, with total bids ranging from $49,800 <br />to $462,343. Emerald Landscape was the low bidder.
