These are turbulent economic times. The City of San Leandro, along with the State and the nation, <br />weather an economic crisis that will be slow to improve. As a result, the City continues to monitor <br />revenues, examine expenditures and adjust its budget to maintain financial stability. <br />MAJOR INITIATIVES AND ACCOMPLISHMENTS <br />In its role of providing policy direction and general oversight, the City Council establishes major goals <br />for City service delivery. These goals are identified and quantified in the City's annual budget. The <br />City can boast of an impressive list of major initiatives and accomplishments during 2009-10 that <br />helped achieve the City's mission of serving the public and enhancing the quality of life in San <br />Leandro. Some of these major initiatives and accomplishments include: <br />Capital Improvements <br />Senior Center Project During 2008-09 the City's Redevelopment Agency completed financing for a <br />new Senior Center and the new facility was completed in FY 2009-10. The new Senior Center <br />includes a computer room, multipurpose room/ large auditorium (large enough for dances, social <br />events and athletic activities), an arts and crafts room, theater style room for showing movies and <br />several classrooms. This impressive new facility will provide needed services to the San Leandro <br />Community for many years to come. <br />Downtown Parking Key to development plans for the Downtown is a four story parking <br />garage. During 2008-09, the City's Redevelopment Agency was successful in completing financing <br />for the new structure. Design of the new garage was completed and construction activity for the new <br />facility commenced in 2009-10. Also, construction of a nearby surface lot completed in 2009-10 <br />which will accommodate parking from the old structure during construction. The new facility will <br />replace a smaller, outdated structure which is not adequate to meet current needs. <br />Major Housing Project A major (700 unit) multi -phased new housing development made significant <br />progress in 2009-10. In April of 2009 the City Council and RDA authorized several actions including <br />providing financing for a 100 unit affordable family apartment component of the overall project. The <br />project will be refined in FY 2010-11 and hopefully launched in FY 2011-12. The affordable family <br />apartment's project will be the first development to implement the City's Transit Oriented <br />Development Strategy adopted in September, 2007. <br />Transit Oriented Development (TOD) will shape the future of San Leandro's downtown development <br />and create a more transit -oriented, pedestrian friendly environment. The new Transit Oriented <br />Development Strategy creates a long-term vision on how San Leandro can transform itself to <br />accommodate expected growth while taking advantage of existing assets such as transit, the <br />downtown core, surrounding neighborhoods and the creek to create a vibrant and attractive <br />downtown. The major housing project discussed briefly above is an example of how this important <br />policy will be implemented in San Leandro. <br />Creekside Plaza Office Complex Completed in FY 2009-10, the third and final phase of this <br />award -winning 230,000 square foot Class A office complex represents the successful completion <br />ix <br />
