City Of San Leandro <br />Community Development Department <br />Planning and Housing Services Division <br />DATE: October 1, 2002 <br />TO: Planning Commission <br />FROM: Hanson Hom, Community Development Director <br />BY: Debbie Pollart, Planner III,p <br />SUBJECT: PLN2002-00031; Tentative Map, Rezone (from IG Industrial General to IG-PD <br />Industrial General, Planned Development Overlay District), - Planned <br />Development, Zoning Map Amendment, Master Sign Program, and an Initial <br />Study/Mitigated Negative Declaration for a proposed new industrial business park <br />(former Hohener property); 2500 Davis Street; APN 79A-515-2-8; McMahon <br />Development Group LLC (property owner and applicant). <br />SUMMARY & RECONEVIENDATION <br />At a special Planning Commission meeting held on July 30, 2002, the Planning Commission <br />voted (4 to 1, with two Commissioners absent) to forward the above referenced project to the <br />City Council without a recommendation. This action was made in part due to the fact that <br />questions remained about the timing and fiinding of off -site transportation improvements. At its <br />meeting of September 3, 2002, the City Council held a public hearing regarding the proposed <br />Bayside Business Park project. After hearing testimony from the public, the Council moved that <br />this item be remanded back to the Planning Commission for further evaluation of project <br />impacts. Specific direction was given to the applicant to hold neighborhood meetings to address <br />concerns expressed by representatives of several homeowners associations. - <br />Although the project itself has not changed (except for minor alterations to the Tentative Map, <br />which are discussed below), in the interim between the July 30'' Planning Commission meeting <br />and the present, staff has been working with the applicant to provide greater certainty on <br />implementation of transportation improvements. Additionally, new conditions of approval have <br />been added to the project to address allowable land uses under the Planned Development, air <br />quality impacts, and truck traffic. (These were added in the interim between the Planning <br />Commission meeting and the City Council meeting). <br />The purpose of this work session is to present the latest information on the project, including <br />new conditions of approval .agreed to by the applicant, provide clarification on the proposed <br />project, and to allow further Planning Commission and public comment. No action will be taken <br />on this item at the work session. <br />
