promote construction practices that produce durable, useful and comfortable buildings with a <br />minimum of waste. Because a large percentage of all waste in Alameda County is created from <br />construction, WMA has launched an effort to provide education and resources directed at <br />improving construction practices. <br />In its initial review of the proposed project, WMA offered recommendations to the developer, in <br />keeping with WMA's Commercial Green Building Program. These recommendations will <br />become part of the agreement between WMA and the developer for development of the project <br />site (developer to receive funding incentives). Staff suggests that the following additional <br />condition of approval be considered: <br />• Prior to issuance of the first building permit, the developer shall submit a fully executed <br />agreement between WMA and the developer for implementation of WMA's Commercial <br />Green Building Program. All green building conditions imposed by WMA shall be <br />indicated on building plan sets, and implemented to the satisfaction of WMA prior to <br />final inspection. <br />Neighborhood Meetings <br />In response to direction given by the City Council, on September 19, 2002 the developer met <br />with several neighborhood representatives (Planning and Engineering staff also attended) to <br />discuss the proposed project. The goal of the meeting was to give neighborhood leaders direct <br />access to ask questions and discuss their concerns with the developer. The meeting was <br />moderated by a professional meeting facilitator and lasted approximately two hours. An <br />Executive Summary of the neighborhood meeting is included as Attachment D to this report. <br />Attachments <br />A.
