• Post signs prohibiting illegal dumping. The following language was recommended <br />by the Police Department for the signs: "No dumping PC 374.4 violation is a <br />misdemeanor. Violators will be subject to prosecution & arrest". <br />Install an intermediate gate further up on Eden Road to deter dumping. The gate <br />cannot interfere with access to the other businesses on the street. <br />The signs and gate were not installed as required. <br />4. Condition III.E. - Site drainage shall be provided as required by the City Engineer. <br />Proper site drainage has not been provided. <br />5. Condition M. F. - Any grading on the site shall conform to the San Leandro Grading <br />Ordinance. <br />Due to the volume of material on site, a grading permit is required. A grading permit has <br />not been secured. <br />6. In a Notice of Pending Citation from the Engineering Division, a completed <br />application for a Grading Permit and a Grading and Erosion Control Plan was <br />required prior to February 7, 1996, for the removal of the fill placed on Eden Road <br />and the fill placed on the golf course service yard. The fill on Eden Road and within <br />the service yard was required to be removed to the ground surface existent on <br />November 15, 1993, and proper drainage restored. During this work, erosion and <br />mud control measures were required on Eden Road and Doolittle Drive. All <br />grading and disposal was required to be complete by March 1, 1996. <br />A Grading Permit application and a Grading and Erosion Control Plan was not submitted <br />as required. Corrective work was done to Eden Road. However, the elevations are not <br />correct and the storm drain does not properly drain. <br />Condition V. C. - The applicant shall conform to any requirements of the San <br />Leandro Fire Department for access to the site and required water supply, details <br />subject to approval of the Fire Department. <br />Emergency fire access has not been provided at all times. <br />S. On Februan 23, 1996 Mr. Guss was required to post a performance bond with the <br />Citti' Engineer in the amount of S10,000 not later than !`'larch 1, 1996.
