2500 Davis Street 7 <br />PLN2002-00031 <br />November 4, 2002 <br />require tenants to minimize the use of Davis Street east of Doolittle during weekday peak <br />hours. <br />These latest measures are agreed upon by the developer and have been incorporated into <br />the attached Recommended Conditions of Approval. If the project is approved by the <br />City Council, the developer and staff will immediately proceed with preparing the traffic <br />improvement plans, including coordinating closely with Caltrans staff. Discussions have <br />already been initiated with Caltrans to begin the design process. <br />At the close of the October 10, 2002 public hearing, the Planning Commission made a <br />motion to forward the application to the City Council with a recommendation for <br />approval (5 ayes; 1 nay; 1 absent). Staff notes that the one Commissioner who was absent <br />from the meeting did, in light of the progress that had been made with the traffic <br />mitigation measures, convey his support of the project via email correspondence. <br />Summary of Public Outreach Efforts <br />For the October 1, 2002 and October 10, 2002 Planning Commission meeting noticing, a <br />legal ad, posting of the property, and an extended property owner notification (including <br />the minimum 300-foot radius, plus all properties fronting Davis Street between the <br />project site and I-880) was performed. In addition, the Mulford Gardens, Marina Faire <br />and Davis West homeowner associations, and the Marina Action Committee were <br />notified. At both of the Planning Commission meetings (work session and public <br />hearing), several of the neighborhood representatives continued to express their concerns, <br />specifically with the FedEx Ground component of the project, and potential air quality <br />and diesel truck traffic impacts that could occur from project implementation.
